In the right context God does cause some to believe. Just not arbitrarily from the foundations of the World. He does take true OT believers to a NT faith. He opened Lydia's heart so that she could believe. She was already an OT believer, predestined to be a NT believer. If you think about it, even today we are predestined in the smaller context. This is a predestination of our being conformed to Christlikeness.
