The bottom line is to acknowledge the reference of Noah's time and interpret through that lens. It's puzzling because it requires a supernatural view, concerning the "spirits" and "underworld".
It's just a literary device if a parable, or a miracle of God if literal.
Tartarus is in hades so that is more or less two places in one in the same way solitary confinement cells are inside of a prison.
I tend to not dismiss it as merely a parable or a "literary device", because this is one of the few detailed teachings of the afterlife in the bible. The traditional heaven/hell dichotomy, commonly perceived as New Jerusalem/Lake of Fire, is certainly false because both have yet come to pass, only will they appear at the end of the millennial reign, which has also yet come to pass. Until then, all descend to Hades. Whether it is one, two or three places or one, two or three sections of the same place, where Lord Jesus personally went.
