Love, goodness, but God's love and goodness is perfect.
Mat 7:11 If ye then, being evil, know how to give good gifts unto your children, how much more shall your Father which is in heaven give good things to them that ask him?
Luk 6:32 For if ye love them which love you, what thank have ye? for sinners also love those that love them.
Luk 6:33 And if ye do good to them which do good to you, what thank have ye? for sinners also do even the same.
Which this applies to the world that they can do good and love but not perfectly.
Gal 5:22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
Gal 5:23 Meekness, temperance: against such there is no law.
Which it seems this question is directed at the world for of course by the Spirit we can have God's attributes perfectly if we allow the Spirit to lead us.
All people are in the image of God according to the flesh.
Which Adam was made in the image of Christ and Jesus is God manifest in flesh the image of God both physically and spiritually.
But not all people are in the image of God spiritually.
But they have attributes of God love, justice, mercy, goodness, and wisdom, but not perfectly.

At the flood they severely lacked.

And in the future they shall severely lack.
Both the flood and beast kingdom are influenced by the devil to be severely against God.
Dan 7:7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.
Dan 7:8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.
Dan 7:11 I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame.
Dan 7:12 As concerning the rest of the beasts, they had their dominion taken away: yet their lives were prolonged for a season and time.
Dan 2:34 Thou sawest till that a stone was cut out without hands, which smote the image upon his feet that were of iron and clay, and brake them to pieces.
Dan 2:35 Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away, that no place was found for them: and the stone that smote the image became a great mountain, and filled the whole earth.
The Roman Empire does not lose their physical dominion until Jesus puts down the world.
Babylon, Medo- Persia, and Greece will never have physical dominion against but their ways are still on earth.
The beast kingdom is Babylon in spirit which she represents human religion, the occult, and the kingdom of man, which is what the beast kingdom is about.
