Probably for centuries.
Prior to the outbreak of the black plague in Europe people in a village,I don't recall its name, it was reported men dressed in black robes and swinging incense like censers that left huge plumes of smoke behind them had walked through the village streets.
The villagers knew one another and reported they'd never seen these men before.
Shortly thereafter the black plague broke out in that small village.
If these chemtrails are real perhaps that will be another secret file President Trump will declassify.
I think governments do as they please because it is thought no one can stop them or hold them accountable.

The states are probably still in session. I think mine is wrapping up soon. They aren't listed as having an atmospheric sprays ban, but maybe I can talk to a rep so one can be drafted and introduced next year.
While that MSN article is sarcastic in its reporting we at least can see there are some who take these things seriously.
Yes, that means that the Lord is answering prayers of His informed people to get us help.
He gets involved with His children when we plead to Him for help.
I just want to add that I have seen serious answers to prayer locally on this topic. There needs to be federal laws forbidding this, but there are federal agencies that are doing much of the atmospheric modifications.
Then all of the states need to have the enforcement power to go after the corps and feds who spray us like roaches. The prosecution power through state legislature must go to work for us .
In Montana we have public radio stations that talk with DNRC and other officials about cloud seeding. It is well known and public information that the government has and is spraying chemicals in the "skies above."
The chemical is usually silver iodide, not exactly a deadly chemical. It is also used as an antiseptic. Dry Ice (solid carbon dioxide) is used from time to time. The idea is to increase rainfall. It's been going on since the 1940's. In that time, the lifespan of humanity has increased dramatically. Of course, people should never let facts upset conspiracy theories.
We don't have hornets in Australia. Perhaps that's why no one gets sick from cloud seeding.

A condensation trail (it's not a chem trail) will be dispersed at a rate determined by atmospheric conditions. Have you not seen how some long trails are disturbed along the length at some point? It's where high level winds interact with the condensation trail. Commercial aircraft try to fly with the high level winds known as the jet stream. In Australia, flying east to west can be much longer than west to east. Contrails are dispersed almost immediately.
Jet fuel is high grade Kerosene. The exhaust from a jet engine is no worse than any other exhaust and cleaner than diesel exhaust. It was once common to see a lot of smoke from jet engines on take off. This is due to inefficient combustion. Modern engines are much better designed. It's purely a matter of economics. Fuel efficiency means more money in the airline's bank.
Governments have much easier ways of reducing the population. For instance, make the cost of living so high that couples quit having children.
Governments are certainly doing many things to reduce populations.
Bill Gates and others with more money than necessary are doing their best to kill off our loved ones. I can write a book on the mass murder that the medical industry commits. God judge them according to their works.

Yup, plasticizers and many other endocrine disruptors are damaging the health of the Earth's populations.
Municipal water has ingredients purposefully added in the USA that damage endocrine systems of everyone. Solve that problem and you might just enjoy better vitality than those in their 20s.
The food is highly sprayed with multiple bug killers. Every meal is fortified with a daily allowance of insect sprays and weed killers, heavy metals.

What does the aerosociety say about pathogenic sprays like viruses over large areas?
People need to realize that those trails that airplanes leave in the sky would be the same is if we drove our vehicles at that altitude of 30,000 ft. The only day I didn't see a trail in the sky like every one else was Sept. 11 2001 when they grounded all airplanes.
Give me a break. Why would aero societies have anything to say about viruses? America's average age is 77 years. Some countries are higher. There are logical reasons for this. Americans generally are obese and access to affordable healthcare a serious problem. Drugs of addiction kill tens of thousands and gun deaths add to the death toll. Australia's average age is 83. I've been hospitalised four times over the last 8 years and it has cost me not one cent.
Life expectancy of Americans in 1950 was 68 years. Even with my lousy maths skills, I can work out that people are living longer than they used to. If Bill Gates is trying to kill people off, he's doing a terrible job.
