this is the forums.. to reach the chat rooms, click the blue "chat now" button at the top of the log in page.. also, not many teens peruse the teen chat during the day..try checking there at night.

Typically the teen chat is not very used because most teens prefer the Lounge. If you read down in teens forums you'll see there are other threads on this same subject.
Also most chat roomers are not in the forums much.
