I have heard so many times people make comments of being down in the valley of life and are hoping someday to reach the heights that they feel they belong in. My wife made the comment one day, "I don't know why everyone wants to be on the mountain top. Look at the valley. there usually are streams and rivers. Beautiful trees and lush meadows. Birds and all manner of wild life. The Valley is usually where all the growth is. But on top of the mountain nothing much grows. It is cold stony and gray. Why would anyone want to live on top where it is so lonely?" Think about it. God being with us makes not only the valleys peaceful, but anywhere we are, we can have peace no matter what is going on around us.


1 The Lord is my shepherd,I shall not want.
2 He makes me lie down in green pastures;
He leads me beside quiet waters.
3 He restores my soul;
He guides me in the paths of righteousness
For His name’s sake.
4 Even though I walk through the valley of the shadow of death,
I fear no evil, for You are with me;
Your rod and Your staff, they comfort me.
5 You prepare a table before me in the presence of my enemies;
You have anointed my head with oil;
My cup overflows.
6 Surely goodness and loving-kindness will follow me all the days of my life,
And I will dwell in the house of the Lord forever.
Psalms 23: 1-6
 
I believe in this case, people think of sure foundation on the mountain top. They think of the mountain top of Jesus who us the rock. The valley may refer to being lack of security, happiness etc. It may depend on what one is talking about.The Psalm you have quote talks of being in a valley of the shadow of death. It does not speak of the top of rocky mountain.
So us for my opinion, this depends on the type of valley one is talking about. This is a wonderful blog.
