First of all, let’s think: what is an image? It is something that express something most precisely. The Church, for instance, is the image and likeliness of the Creator:
• Gen 1:26 -> “Then God said, “Let us make man in our image, after our likeness. And let them have dominion over the fish of the sea and over the birds of the heavens and over the livestock and over all the earth and over every creeping thing that creeps on the earth.”.
As Ha-Satan always try to dissemble what the Creator does, through the beast, he will try to convince the rabble to be his image and likeliness. The beast of the sea is the image and likeliness of Ha-Satan (compare Rev 12:3 with Rev 13:1). When the false prophet convinces people to do one image of the beast, thereby, this image will be also a perfect representation of who Ha-Satan is.
Being the Church Jesus’ image, the image of the beast (and of Ha-Satan, of course) is the “church of Ha-Satan”. Observe the semblance:

And Ha-Satan will work, in those who don’t love the truth, the operation of the error:
• 2Thess 2:8-12 -> “And then shall that Wicked one be revealed, whom the Lord shall consume with the Spirit of his mouth and remove with the clarity of his coming: that wicked one, who shall come by the working of Satan with great power and signs and lying miracles, and with all deception of iniquity working in those that perish because they did not receive the charity of the truth, to be saved. *Therefore, for this cause, God shall send the operation of error in them, that they should believe the lie*; that they all might be condemned who did not believe the truth, but consented to the iniquity.”.
Thus, the image of the beast is comprised of all of those whose names aren’t written in the book of the life (Rev 13:8), who will be possessed by demons which will able them to make miracles through their words, including kill those who don’t worship the beast.
