I'm on a mobile network that is bandwidth throttled, and capped.
I don't particularly like it when I enter the chat, and I see bandwidth usage because some people use their webcams.
In fact the video window is pretty much in the way of the text too.

Is there a way to disable it?

To the far left of the "chat now" button there is the internet speed option (the default is high speed). Set it to the dial up option (yes, I know you aren't using dial up but that option disables webcams). You will still see people's avatar pics in that location but that doesn't eat up the bandwidth. Likewise, the cam/avatar box can be relocated on your screen via click and drag (at least on a computer it can). I really don't know for sure if you can on a mobile device.
