Yes, God knew but He waited because the elect needed the time to build the ark and prepare as God told them. God is long suffering, merciful, and gave all an opportunity to respond to the preaching of Noah. They made a free will choice to continue in their sin.
The fact that God is long suffering is not a contradict election/predestination. In His mercy he allowed sinners another 120 years of life.
