Can you give me some verses that say on what basis God chooses? I know He chose David because of the condition of his heart.
He chose Saul for who knows why, maybe to show israelites they should of listened to God and kept the judge system God gave em, but Israel insisted.
He chose Jeremiah and Paul before they were even born, that is a hard one to explain.

Scripture states the "chosen" are those called to service.
The term chosen does not describe the process of how individuals come to faith.
… the Lord your God has chosen them and their descendants out of all your tribes to stand and minister in the Lord’s name always. (Deuteronomy 18:5)

From Ephesians 1 According to the good pleasure of His will, to the praise of His glorious grace, God has made known to us the mystery of His will, which He purposed in Christ before the foundation of the world. In Him we were also chosen as God’s own, having been predestined according to the plan of Him Who works out everything by the counsel of His will, in order that we, who were the first to hope in Christ, would be for the praise of His glory. .

From 1 Peter 1 verses 3-5 ~ The elect are chosen according to the foreknowledge of God the Father and sanctified by the Spirit for obedience to Jesus Christ and sprinkling by His blood.
