Dogmatic? Neither am I.
The commandments of God are simply what He tells us to do. The New Testament has numerous examples of God commanding His people. These are His commandments. The ones given at Sinai were for the people gathered there, not for their fathers who came before them.

To your point about Abraham and Melchizedek: the tithes given were not according to Sinai law whereby only the Levites received tithes. Melchizedek was not a Levite.
Exodus Ch 21 v 1-4 , this ordinance given to Moses , explains Laban's attitude to Jacob , very many years before it was given to the children of Israel ; Genesis Ch 31 especially verse 43 .

Is it that the law at Sinai was given before Sinai?

To me, you are referencing instances before Sinai.

Consider that the Lord fashioned the Sinai law after the examples given by the ancestors of the people gathered at the mountain SO THAT the people would have an example of behavior in the their lineage. Otherwise, Paul was not correct to teach that the law at Sinai was given 430 years after the promises to Abraham were given.

I'm not really trying to make any point , just pointing out relevant scriptures . We can think on these things , or not , as we feel 🤷 . I'm open minded , so I don't really draw any conclusions or b dogmatic , just noticed the similarities that's all .
Genesis Ch 26 V 5 is just a verse that I particularly thought of regarding this subject .

the whole term we use “ in Christ” that’s how Abraham’s seed of promise is identified. What it’s all about God made ancient promises to Abraham which included two covenant promises one shaped after ishmael the cast out who still would be blessed and made a nation but not in Abraham’s house


Christ is actually who all of the eternal promises were made through and Abraham they were made to concerning Jesus Christ and the everlasting gospel which very early on would be sent to all people through Abraham’s promises to bless Abraham’s sees which is born and made of Gods promises in the gospel

Remember when John was chastising the isralite religious folk ? He told them this

“and think not to say within yourselves, We have Abraham to our father:

for I say unto you, that God is able of these stones to raise up children unto Abraham.”

just as ishmael tbey also as they rejected chrost later became cast outs of Abraham’s house and God raised up children for Abraham this way

Abraham is really important and this all happened 430 years before the law was given through Moses to the children of Israel

“For the law was given by Moses, but grace and truth came by Jesus Christ.”

“Even as Abraham believed God, and it was accounted to him for righteousness. ( see James 2) Know ye therefore that they which are of faith, the same are the children of Abraham.

And the scripture, foreseeing that God would justify the heathen through faith, preached before the gospel unto Abraham, saying, In thee shall all nations be blessed. that the blessing of Abraham might come on the Gentiles through Jesus Christ; that we might receive the promise of the Spirit through faith.

And this I say, that the covenant, that was confirmed before of God in Christ,

the law, which was four hundred and thirty years after, cannot disannul, that it should make the promise of none effect.

For if the inheritance be of the law, it is no more of promise: but God gave it to Abraham by promise.”

There’s two of a lot of things because of the two covenants
 
What about what the LORD says in Genesis Ch 26 V 5 . If we read the old Testament carefully we can c the law in action long before it was given to Moses .
Very true, the the law is based on God's holy nature which was there from the beginning, and as such scripture states are holy, just, and unchanging, and we see this in the Ten Commandments. But then you also have the ceremonial law which confusess many which was focused the people’s attention on God and gave the people signs that point to the coming Messiah, such as the Passover, and the sacrifices of the unblemished lamb by the priests. One was written with Gods own finger and written by Him, not Moses or any man, and the other, the ceremonial law was from Moses. Here is Christ on the Law He wrote with His finger...

Matthew 5:17-19
17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.
18 For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled.
19 Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven.

We see here that Jesus stated "Think not that I am come to destroy the law..but to fulfill", what did He mean? Now, since Jesus knew what laws His death would fulfill, would He be saying this about the Ten Commandments if He were going to fulfill them? So what was He fulfilling, it seems clear it was what pointed to Him, Moses’ ceremonial law which is evident if we see what Jesus said when asked.

Mark 12:28-31
28 And one of the scribes came, and having heard them reasoning together, and perceiving that he had answered them well, asked him, Which is the first commandment of all?
29 And Jesus answered him, The first of all the commandments is, Hear, O Israel; The Lord our God is one Lord:
30 And thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind, and with all thy strength: this is the first commandment.
31 And the second is like, namely this, Thou shalt love thy neighbour as thyself. There is none other commandment greater than these.

Matthew 22:37-40
37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
38 This is the first and great commandment.
39 And the second is like unto it, Thou shalt love thy neighbour as thyself.
40 On these two commandments hang all the law and the prophets.

The Ten Commandments are arranged in two groups, the first group of four commandments deal with our relationship to God, the second group of the fifth to the tenth commandments deal with our relationship to one another. When Jesus talks about 'not that I am come to destroy the law', it is obvious that it is the Ten Commandments Jesus is talking about. So did Jesus want to do away with the Ten Commandments or did He came to fulfill that which pointed to Him as the Lamb of God, the ceremonial law of Moses. We have to understand His purpose.
