Lots are supposed to be graded so that the house sits on the highest point. If you get a few loads of dirt and build up around the perimeter of the house, the water will drain away from the house and not towards it.

The landscaper is hauling in 8,000 lbs of dirt sometime this week to raise the yard level at the foundation 6 inches higher then slope it away from the house 6 feet out to meet up with a trench run off and a basin drain to keep the water flowing away from the back of the house.

There are building codes that require this to be done before homes are approved. Some inspector didn't do his or her job.

I found the roll of flexible corrugated pipe. It is in a 24 foot roll. I've seen other sizes if you need to send water away as it collects near that window. You don't have to get the thick below ground type. Just check around. The big stores keep it where the sump pumps are sold. Perhaps plumbing fixtures

That was a tough job for you. Hopefully this crew won't charge an arm or a leg.

In West Virginia most of our basements get some water but have to keep it out with french drains or sump pumps. It's not perfect but keeps it manageable where there's basements.
The cost of the French drains is in the thousands. That's for existing structures.

Sump pumps and hole casement are a few hundred. If someone else digs it, it's hard to say. There are YouTube videos for Diy.

I already have a sump pump. The drains inside the wells of the egress windows that channel the water to the sump pump are clogged. It will cost me $1,000 for someone to dig out the dirt and gravel in both egress windows and attach new drain pipes then refill the wells with dirt and gravel. I thought that was a fair price. French drains are expensive. About twice as much as a basin drain.

French drains are ridiculous cost wise. It sounds like that load of soil and clean gutters are your good solution.
Sorry to hear how much you have to spend for the drain replacements. Not that he's overcharging. That's just a lot of money your project must be adding up to.
I wonder if you might just have a clogged screen at the top of the drain pipes? Grass, decomposed leaves might be clogging that without the pipes needing replaced. I doubt the builder would have buried them that deep. Just thinking out loud.

Please pray for my wife and I. On July 1st it rained like 5-6 inches in 3-4 hours and our basement flooded. This was not an isolated incident in my community and we could only find one person who could get to us and have an estimate by the next day and repair the damages within a reasonable amount of time. Please pray the costs to repair the damages is not too bad and that this does not happen again. We have more storms coming over the next 3 days.
I hope the problem is fixed now. May God bless you with good luck in the future.
