At my school we have a group called First Priority a group of people several states away is trying to get it took away I emailed a local news station to see what I could get done and I haven't heard anything back I think for the ones who want to worship God it should be available without the fear of getting in trouble those who don't want to participate wouldn't have to.
If your effort is entirely student led, then there is no law stopping you. Only persecution can affect you, which is what Jesus promised would come to anyone standing up with him.

How To Protect Student Rights
We've gone through a similar problem for our daughters in high school. The school was being ordered to outfit the kitchen for a new Jewish student, while opposing the annual student-led "Prayer at the Pole" event. We began by asking local pastors for references to local lawyers who are Christians. From there we found some that were backed up by about 2,000 American attorneys already well educated about student rights. We never spent a dollar for all their help. The kitchen got the kosher section, and the students continued their events.
Our answer to the issue of praying in public is that's an issue local students have stepped up to in response to Muslim calls to prayer, and the old Jewish claims to rights, and pressure from the emerging world of "atheists" who wanted all references to God and Christian events halted. They were caught in the middle of many issues that had never been issues in a predominantly "Christian community".
The children taking part in the public events had been raised up in churches with strong children's ministries, so what they do in public is a series of public responses to their training and constitutional rights, and their testimony for Christ, across many denominational lines.
Until they saw other religions assert their "rights", I don't think there was any public display of testimony in schools other than a teacher saying "Let's pray that the Lord will bring back to your remembrance all you have been taught before I pass out this exam.". I remember my high school Principal praying over the intercom such prayers over final exams, which has returned thanks to high court decisions that allow a student to utter such a prayer. It took other religions creeping in to awake them and at last, parents, to the reality of "persecution" because of association with Jesus alone. That was unknown to us until about the year 2000.
Students who take along with them their religious education, into schools, into the job market, have a right to believe and to speak their beliefs in America. The Bible they have learned is a major part of their total education.
Keep your education, student, the Bible and the secular! American law is on your side. But still there's one principle from God you must understand to rise even above laws of men.....

That says don't be intimidated, shamed down, excluded. All Christians are allowed by Gods much boldness to stand against sin, against false religion, while boldly seeking the kingdom of Heaven. The timid won't benefit by that kingdom or any kingdom of men. The "meek" will inherit all, putting all their power of trust into Jesus instead of themselves.
