Your Scripture here means that God if he brings 2 people together and one gets kill accidentally that God provided a law to protect the person till they could be tried properly ------

People have free will, if people were stopped form doing something, even something very bad, they could say in judgment they were not going to do said thing but they were stopped first, therefore for this trial to properly occur, people must be allowed their free will.

Many people have chosen to go the way of darkness, others are tricked, the state of the world, the crime, unfair taxes, illegal wars, etc are a result.

Dont blame YHWH, blame demons and those who follow them. If the trial were easy would it really be a true test?

I think many Christians side with Job's friends. It's all your fault, you have sin in your life, you need to repent....I remember one bible teacher telling us, from a human point of view, his friends did not say anything wrong. Sometimes it is the person's fault, but not all the time.
