Yes, there are certain aspect the health care systems that exist within the United States that are deteriorating. Additionally, there are many other things deterioriting. Some for good reason, some not so good.
As to the question of "Why?": I suspect it is due to an unhealthy populace.

Cause the people who have the power to change it Have good insurance. and don't personally care much about the people struggling at the bottom cause they don't have any close ties with them. ^_^. something like that. . . . .at least thats what i think.
