It could be likely that the foot washing by Jesus of the disciples feet was started while the disciples were arguing about who would be the greatest in the kingdom.

Jesus appointed his Apostles to their duty, when he anointed their feet with water.
Jesus is the water of life.

He washed them clean,because their journey on foot was to deliver the great commission.
They were then born of water. And after his crucifixion,they would be redeemed by blood.

If you are asking the "why" and "where" of foot washing, then this would be the lesson taught here:

John 13:12 So when he had washed their feet, and taken his garments, and sat down again, he said unto them, Know ye what I have done to you? Or put another way, "Do you understand why I have demonstrated this for you?"
To put it simply, our Lord was teaching the disciples condescension and humility. One had to condescend to another to clean their feet. Cleaning of another's feet, was considered a very lowly task, requiring the foot washer to stoop down before the person who's feet are being washed. This displays ones humility and willingness to serve others.
In John 13, the disciples Lord and Master, (v. 13&14), did not think it inappropriate to humble Himself to serve them. Just as He willingly did to serve in His Father's Plan. (John 6:38 For I came down from heaven, not to do mine own will, but the will of him that sent me.).

The example, therefore, He was setting out before them, was to condescend and be humble towards one another. To be kind and loving in all things, one to another.

While a small group of Christians have made an ordinance out of this example, it was never intended to be that. It speaks not to the physical action but to our spiritual character. We must Subdue pride and learn to be a humble servant.

Jesus used the second-person singular when saying this to Peter, he did say, "What I do ye (second-person plural) knowest not now... so He was speaking directly to Peter when he said, "but thou shalt know hereafter."

8 Peter saith unto him, Thou shalt never wash my feet. Jesus answered him, If I wash thee not, thou hast no part with me.
9 Simon Peter saith unto him, Lord, not my feet only, but also my hands and my head.

Jesus affectively told Peter that if he does not except that the Lord is Him (who is (I am) the Lord who washes your feet) then the dust that shows where you walked will remain. And the thought of having no part with Him horrified Peter so he wanted Jesus to wash everything. He wanted the dust of what he did with his hands and his mind to be washed.

10 Jesus saith to him, He that is washed needeth not save to wash his feet, but is clean every whit: and ye are clean, but not all.
11 For he knew who should betray him; therefore said he, Ye are not all clean.

Jesus assured Peter that his heart was clean and need only to wash his feet.

Think of the humility Jesus displayed in declaring Peter clean knowing what Peter would do "hereafter," deny Him three times. If it weren't for Jesus demonstrating this, and demonstrated, "Lord, you know that (you know my heart, I can hide nothing form you) ...," and the (ye) others 'fetching' Peter, I'm not sure that Peter would've made it back from that. But happy were they all that he did.
