PM has two meanings here, for some reason.
Most commonly a PM refers to the Chat Rooms. If that's the case you simply click on their name on the right side, and it will bring up their PM box. Make sure to read their PM message, if they have one, to ensure they are ok with receiving PM's.
If you mean through the Forums the only 'PM' feature is the mail feature. Or CCMail as i like to call it. You can do this through various means, but the easiest is to go to their homepage and there is a 'Contact Information' button with a link to mail them.
 
Also, click on their name in the forums, a pop-up menu will appear and click on "Send Mail To X"

The easiest way I've seen so far..
 
If you don't want to hastle searching for someone's profile, click on the "control panel button on the main page.

Then click "new message"

That takes you right to the screen where you compose a CC mail.
