The Holy Spirit speaks to all hearts directly. Scripture is not required reading, according to scripture.
19For what may be known about God is plain to them, because God has made it plain to them.
20For since the creation of the world
God’s invisible qualities, His eternal power and divine nature, have been clearly seen,
being understood from His workmanship,
so that men are without excuse.

”For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of people who suppress the truth by their unrighteousness, 19 because what can be known about God is plain to them, because God has made it plain to them. 20 For since the creation of the world his invisible attributes—his eternal power and divine nature—have been clearly seen, because they are understood through what has been made. So people are without excuse. 21 For although they knew God, they did not glorify him as God or give him thanks, but they became futile in their thoughts and their senseless hearts were darkened. 22 Although they claimed to be wise, they became fools 23 and exchanged the glory of the immortal God for an image resembling mortal human beings or birds or four-footed animals or reptiles.” Romans 1:18-23[FONT="]

As you can see, the excuse has to do with unsaved sinners. They did not glorify God, they were futile in their thoughts, claimed to be wise, etc, so they have no excuse for not turning to God. These verses you quoted need to be read in context. Paul deals first with the Gentile non-believer.
I saw you post this before, I should have corrected you then, I guess! You do understand you have made a verse about God condemning sinners who see God everywhere around them, who go to hell, NOT that no one needs to hear/read the Bible to be saved?
I agree, however, we do need to “hear” the Holy Spirit to be saved. That is required! But, without the Word of God, there is no way to understand or be saved, because the Holy Spirit walks hand in hand with the Bible.
I would advise you to learn about context and its importance, which means not pulling verses like these out of context and making a false doctrine out of it!
