This passage has been dubbed the Great Commission:
Matthew 28
18 ;And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen.
I grew up in a church environment that assumed this was a command for all believers. However, I have heard that not all churches have always heard this view. There used to be antimissionary hymns, including one along the lines of the apostles were sent into all the world, but you, stay where you are... that sort of thing.
But I don't notice in epistles written to churches, that Paul or other apostles condemned or put pressure on people for not evangelizing, while Paul made much of his own call to do so.
Peter did tell us this.
I Peter 3:15
But sanctify the Lord God in your hearts: and be ready always to give an answer to every man that asketh you a reason of the hope that is in you with meekness and fear:
I have also see this passage treated as a command to al believers, though it is directed at the twelve.

7 And as ye go, preach, saying, The kingdom of heaven is at hand.
8 Heal the sick, cleanse the lepers, raise the dead, cast out devils: freely ye have received, freely give.
I've seen it treated as if it were a command to all believers.
But I haven't seen it done so much with the rest of the passage, part of which is quoted below.
9 Provide neither gold, nor silver, nor brass in your purses,
10 Nor scrip for your journey, neither two coats, neither shoes, nor yet staves: for the workman is worthy of his meat.
11 And into whatsoever city or town ye shall enter, enquire who in it is worthy; and there abide till ye go thence.
12 And when ye come into an house, salute it.
13 And if the house be worthy, let your peace come upon it: but if it be not worthy, let your peace return to you.
14 And whosoever shall not receive you, nor hear your words, when ye depart out of that house or city, shake off the dust of your feet.
If we are commanded to heal the sick and raise the dead based on this passage, is it forbidden to have a wallet with cash in it while doing so? And do each and every one of us have the right to impose hospitality on people or else they incur judgment?
Did this set of instructions apply to the apostles for a lifetime, or only for this journey? Apparently, they used money at other times.
Can we view 'the great commission' as something that _applies_ in a sense to the church, though the direct command was to the eleven, while recognizing that the individual believer should be ready to give an answer for the hope that is in him?
Could being ready to give an answer may involve giving an answer when opportunities arise, as opposed to the more active role of evangelizing that might include going to preach in a public marketplace?
If we have different gifts and functions, could it be harmful to put the requirements of an apostle on all believers.
