Yes. You have to download and install the app at the top of the homepage. It opens the live chatrooms on this site. I don't know if it works on phones, but it works on PC and Apple computers:

Do you mean an avatar pic, or a profile picture? Go to the Settings tab at the top of the forum page. In the list at left, click "edit avatar" or "edit profile pic", then upload your picture and click "save changes" when you're done.
There should be a new icon/shortcut for it on your computer's desktop. If not, it should be in your apps/programs list in the start menu (I don't know what the start menu is called on apple computers).
