The Way of the Cross or a pact with Satan
A being that offers souls to get from hell to here, and then tells them before birth, do you want the way of the cross and get to a better world, or do you want a contract with satan, have money, fame, a pretty face and so on...
So the creature looks something like this

And because of the contracts those beings signed, even before birth, for their beautiful lives..
There are wars, deaths of young people, conflicts, sadness, blood, poverty in non-Western countries... And thanks to them, there are beings who are now pushing us into the third world war
..
And the hell that awaits all those beings who have this contract and help from darkness, none of us can even imagine, because these are dark spiritual worlds, where everything they have done will be returned to everyone and they will pay exactly for everything they had in addition until the last second.. and absolutely everything is possible there

From some of the description of the beast, it sounds like an artificial intelligence (AI). A robot. I remember back in the 90's people worked on those talk programs so it could be something like this. Those programs where you talk with the PC.
One of the descriptions, is that it's an idle that can move and talk. The other one, is 'I was dead, but live.' It's an dead idle that looks alive.
Have you heard about how Egypt used to have a cat ruling it? They made the cat ruler. They could make an AI the ruler of a kingdom. However, I think it's not advanced enough yet.
I think the bible also says, that it shoots fire out of it's mouth. A dragon figure maybe?
Think about the idea of setting up an AI as the ruler, as it would not become changed. It would always follow the 'program'. It certainly would be an idea someone would try.
