Woe to you! For you build the [a]tombs of the prophets, and it was your fathers who killed them. 48 So you are witnesses and approve the deeds of your fathers; because it was they who killed them, and you build their tombs. 49 For this reason also the wisdom of God said, ‘I will send to them prophets and apostles, and some of them they will kill and some they will persecute, 50 so that the blood of all the prophets, shed since the foundation of the world, may be [c]charged against this generation, 51 from the blood of Abel to the blood of Zechariah, who was killed between the altar and the house of God; yes, I tell you, it shall be [d]charged against this generation.’

Jesus had been speaking to people who had gathered to hear Him (Luke 11:29). He was invited to dine with a "certain" pharisee (vs 37). When Jesus started eating without washing, the pharisee "marvelled" (vs 38). Jesus then started pointing out some of the hypocrisy/problems of the pharisees.

In vss 39-43, Jesus speaks of the pharisees only, and in vs 44, Jesus adds scribes to the pot.

Then, starting in vs. 45, one of the lawyers asked Jesus if He was reproaching the lawyers along with the pharisees and scribes. Lawyers were experts in the law of Moses and they were the ones who interpreted the law in the day-to-day affairs. Jesus was reproving them but this lawyer took His reproof as reproach, which means to insult, or to treat with insolence.

Jesus then tells the lawyer the "woes" to them.

vs 46 – they "lade men with burdens grievous to be borne, and ye yourselves touch not the burdens with one of your fingers".

vs 47-48 – they "build the sepulchres of the prophets, and your fathers killed them". While it was their fathers who killed the prophets, the lawyers show their hypocrisy by building monuments to their fathers, those who killed prophets, thereby approving what their fathers did in killing the prophets. And at the same time they are complicit in persecuting/killing The Prophet (the Lord Jesus Christ). Both they and their fathers were cut from the same cloth.

vs 49-51 – God, in His wisdom, sent (and continues to send) prophets and apostles. And to this day, those who speak God's Word are persecuted and slain. 2 Chronicles 24:19-21 reveals that God sent prophets to Israel to bring them again unto the LORD ... but they would not give ear (vs 19). They conspired against Zechariah and stoned him with stones at the commandment of the king.
 
To me it is broken down to a simple truth...Israel as a nation was going to pay the price, not only had they rejected the prophets (concerning Christ and the witness that is given by them in their writings and deeds) but had also consented by action and deed unto those who had rejected before them (their FATHERS).....THE ministry of Christ and the 12 was unto the house of Israel and in my view lasted the first 1185 days of the 7oth week of Jacob and because they had rejected Christ en masse as a Nation will be found guilty and now will have to endure the last 1335 days of the 70th week...Daniel 12......the present generation alive during the ministry of Christ suffered their judgment at the hand of the Romans under Titus...and have suffered, will suffer until the consumation of the age...

Luk 19:42 Saying, If thou hadst known, even thou, at least in this thy day, the things which belong unto thy peace! but now they are hid from thine eyes.

Luk 19:44 And shall lay thee even with the ground, and thy children within thee; and they shall not leave in thee one stone upon another; because thou knewest not the time of thy visitation.

Israel did not know the day of their visitation,that Messiah is here,and Jesus came unto His own,but His own did not receive Him,and Jesus said,that the Jews shall not see Him again,until they say,blessed is He that comes in the name of the Lord.

So I suppose since Jesus came at that particular point in time,to that generation,and they rejected Him,which the Pharisees,and Sadducees,asked Him for a sign from heaven,and Jesus said,a wicked and adulterous generation seeks after a sign,and said it would be more tolerable for Sodom,and Gomorrah,in the day of judgment,which is the most critical time for the nation of Israel,that the blood of all that had been slain concerning those that did right in Israel,to turn them to the truth,will fall upon that generation,for they reject Christ,who is the truth,trying to turn them to the truth,and part of all those prophets,that they approved of being slain,because that generation rejects them for telling them to turn to the truth,and they will eventually go against Jesus too,like the prophets.

In other words,that generation represents all that is disobedient concerning all the times Israel was disobedient,by not taking heed to the prophets sent to them to turn them to the truth,and since Jesus visited that generation,and they rejected Him,that all that have been slain concerning righteous men,trying to turn them to the truth,and even as far back as Abel,all the righteous men that did right by God,and was slain by those that did not care to listen to what is right,they shall bear the blame of it all,and their shed blood shall be upon that generation,for out of all the generations concerning Israel,that rebelled against truth,and went against the prophets,they had the greatest prophet,Jesus,and witness to the truth,doing miracles in the sight of them,and they rejected Him,which Jesus said,the queen of Sheba shall rise up,and condemn that generation,for she traveled far to hear the wisdom of Solomon,and behold a greater than Solomon is here,and Nineveh turned from their evil ways,at the preaching of Jonah,and behold a greater than Jonah is here.

It appears as if all the blood is charged against that generation concerning all in the Old Testament,and Jesus,for Jesus said from Abel to Zechariah.

Rev 18:23 And the light of a candle shall shine no more at all in thee; and the voice of the bridegroom and of the bride shall be heard no more at all in thee: for thy merchants were the great men of the earth; for by thy sorceries were all nations deceived.
Rev 18:24 And in her was found the blood of prophets, and of saints, and of all that were slain upon the earth.

But all the blood is charged against Babylon,of all who have ever been slain on earth,no matter who it was,or what the time period,because Babylon represents the kingdom of man,and all who have been unrighteous on earth,for you either belong to the kingdom of God,or Babylon,the kingdom of man.
