What can fix this. Reform reconciliation procedure — restrict it to genuinely budget-only items per the original 1974 intent. Restore the talking filibuster — make senators actually hold the floor instead of using the invisible 60-vote cloture threshold to block bills without speaking against them. Reform congressional ethics committees to require cross-aisle co-sponsorship on a minimum percentage of bills. Term limits on committee chairs to break the seniority-loyalty bind.

Until 2010, the most consequential legislation in American history passed with bipartisan margins large enough that today’s political class would not recognize them.
The Civil Rights Act of 1964 cleared the Senate 𝟕𝟑-𝟐𝟕. Senator Everett Dirksen, the Republican leader, personally delivered 27 of 33 Republican senators — 82% of his caucus — to break the Southern Democratic filibuster. The Voting Rights Act of 1965: 79-18. Medicare and Medicaid in 1965: 70-24, with Republican senators Saltonstall, Cooper, and Dirksen crossing.
The Tax Reform Act of 1986, the biggest overhaul of the U.S. tax code since World War II, passed the Senate 𝟗𝟕-𝟑. Ronald Reagan and Bill Bradley wrote it together. The Americans with Disabilities Act of 1990: 91-6, signed by George H.W. Bush. The 1996 Welfare Reform: 78-21, signed by Bill Clinton over the protests of his own staff. No Child Left Behind in 2001: 87-10, co-authored by Ted Kennedy and George W. Bush. Ted Kennedy stood in the White House Rose Garden next to a Republican president, smiling, when the bill was signed.
That entire genre of American legislating is gone.
The pivot is precisely datable.
December 24, 2009: the Affordable Care Act passed the Senate 60-39, 𝐳𝐞𝐫𝐨 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜𝐚𝐧 𝐯𝐨𝐭𝐞𝐬. Senate Majority Leader Harry Reid kept his caucus on the floor through Christmas Eve. December 20, 2017: the Tax Cuts and Jobs Act passed the Senate 51-49, zero Democratic votes. Majority Leader Mitch McConnell used reconciliation to bypass the 60-vote threshold. March 6, 2021: the American Rescue Plan passed the Senate 50-49, zero Republican votes. August 7, 2022: the Inflation Reduction Act passed the Senate 51-50, zero Republican votes, with Vice President Harris breaking the tie.
In 2025-2026, the SAVE Act — a bill polling above 80% with the American electorate — cannot pass the Senate. Majority Leader John Thune publicly admits ‘𝘸𝘦 𝘥𝘰 𝘯𝘰𝘵 𝘩𝘢𝘷𝘦 𝘵𝘩𝘦 𝘷𝘰𝘵𝘦𝘴 𝘵𝘰 𝘨𝘦𝘵 𝘳𝘪𝘥 𝘰𝘧 𝘵𝘩𝘦 𝘧𝘪𝘭𝘪𝘣𝘶𝘴𝘵𝘦𝘳.” The Save America Act is not controversial. It is unable to clear the same chamber that passed Welfare Reform in 1996 with 78 votes. Something in the procedural fabric has been torn out.
The causes are documented and structural:
The Budget Reconciliation Act of 1974 created a 51-vote pathway for budget-related legislation. By 2010 both parties were stretching the ‘budget-related” test to include essentially any major bill they could write through the chair’s sense of allowable scope.
C-SPAN went live in 1979. Tip O’Neill and Ronald Reagan stopped negotiating after 6pm in private because the cameras were always on. The kind of back-room deal that produced the 1983 Social Security compromise died with the camera.
The 1994 Contract with America was the first nationalized House campaign in modern history. Newt Gingrich tied every House race to a single ten-point platform. The local-issues House election was over. Cable news two-channel polarization began with MSNBC and Fox News, both launched in 1996. Within a decade, voters had a 24-hour cable feed reinforcing their existing party identity.
Gerrymandering produced a 𝟗𝟖% 𝐇𝐨𝐮𝐬𝐞 𝐢𝐧𝐜𝐮𝐦𝐛𝐞𝐧𝐭 𝐫𝐞𝐞𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐫𝐚𝐭𝐞 by 2022. The general election stopped being competitive. Primaries became the only race that mattered. Primary voters reward party loyalty and punish compromise.
The result is a Senate in which the median Democrat votes with their party 96% of the time and the median Republican 94%. The 1965 Senate had cross-aisle voting rates of 35-40%. The current Senate is half a percentage point in either direction.
What can fix this. Reform reconciliation procedure — restrict it to genuinely budget-only items per the original 1974 intent. Restore the talking filibuster — make senators actually hold the floor instead of using the invisible 60-vote cloture threshold to block bills without speaking against them. Reform congressional ethics committees to require cross-aisle co-sponsorship on a minimum percentage of bills. Term limits on committee chairs to break the seniority-loyalty bind.

In July 2016 many of these same people met for an emergency meeting. Hillary Clinton had approved the scam to frame candidate Trump with treason and colluding with Russia. It's rather evil as treason is punishable by death. The Democrat party as an entity also paid for this dossier. Therefore complicit. But here's the twist, she held an illegal server in her basement that she and her team were sharing US Government secrets beyond the level of Top Secret. The Russians hacked it. As they found Hillary's plan during transmission to Moscow, the Dutch intercepted it. They notified John Brennan, CIA Director who held the meeting in late July to brief Obama.
This is where they all decided that if this gets out, their candidate Hillary was toast. So they decided to illegally spy on the Trump campaign to get whatever information they could to stay ahead of Trump's campaign. They even used our allies to spy on Trump and his campaign members and to and dig up any dirt they could find. They lied to a judge to get FISA warrants which enabled them to spy on the Trump campaign violating their constitutional rights.
Hillary's illegal server issue was leaked to the news and FBI Director Comey unilaterally stated that the investigation was over for her which he is not the one who can decide that. The DOJ decides that.
Trump got elected in 2016. Obama and all their cronies who had conducted this operation were in pure panic mode. They would all go to jail if Trump found out. They needed a means to excuse their illegal activities. So in December 2016, they met. They decided to illegally change the official Intelligence Collection Assessment with lies that Russia was interfering in the election then they briefed the new version to Trump on January 6, 2017.
They used it to try and get rid of Trump before he could find out all their illegal activities. So they started the investigation that Trump colluded with Russia. Members of the same meeting in Dec 2016 also met with someone in the intel community and coached them what to write to try and impeach Trump. Sinister huh?
Everything after this was an attempt to remove Trump and it kept escalating because they kept failing.
