First the old covenant was given then they used blood to seal the covenant.

Hebrews 9:12 KJV
(12) Neither by the blood of goats and calves, but by his own blood he entered in once into the holy place, having obtained eternal redemption for us.

Then with the new covenant, first the covenant was given then was the blood. The new covenant was sealed with the blood of Christ. The old used the blood of animals while the new the blood of Christ.
