What I cant tell from this, is it appears the bystanders believed him to have been passed out. I'm not sure how that works seeing as he was shot and there was probably blood involved, but if he just looks like he's passed out, it might sort of make some sense, sort of.

This happens regularly in large cities. People are so used to the homeless (or not) lying on the sidewalk usually in a drunken stupor that they just walk by. And sometimes these people are dead...not drunk.
