God does not command anybody to do anything.
God is not a child playing with an ant-farm. He gave us full freedom to follow Him, or sin against Him. If we follow Him, good... if we choose not to, than we pay the consequences.
The beauty about being human is free-will, one of God's greatest gifts. If we didn't have free will, our existence would have no purpose, because why would God wish to create what He needs to command?
Therefore, the notion that God somehow tells smart women to submit to stupid men is ludicrous.
People simply make mistake, even smart men and women. There are smart men who choose terrible, loathsome wives, and there are smart, loving women who choose unfaithful, even abusive men.
The key word is choice. Sometimes we make good choices, sometimes we don't.
When we don't, we turn to God for guidance and light, to turn us back on the right path.
