How can the OT and the NT verses be reconciled? Jer 31 declares that the new covenant is for Israel and Judah, but the NT (luke 22:20 and 1Col 11:25 for example) applies it to the church. Is the new covenant for natural Israel, or only for the church? Are there two new covenants, or does the church participate in some aspects of the new covenant while awaiting its final fulfillment?

I've long held the belief that the Church replaced natural Israel as the inheritor of all the promises (Abrahamic covenant, Davidic, and New Covenant). This is according to Galatians 3:26-29 and a couple other scriptures. However as recent as three months ago I began a personal study project of Romans that ended up rattling by previous beliefs, and this is part of the reason that I'm here in the first place. Romans 11 is very powerfully written about the relationship of natural Israel to the gentiles. One cannot dismiss Hebrews 11, for it covers several verses and paints a clear picture of Jewish Restoration at the end time. I'm looking for scriptures and lines of reasoning based on scripture that paint a clearer picture of either replacement theology, Jewish Restoration, or a combination of both.

Replacement is a bit of a misnomer. Natural Israel was cast off i.e. those that did not believe in Jesus.

The "church" of the 1st century AD "replaced" natural Israel as heirs to the promises - the new Israel that were gathered into the new Israel.

We know that the 12 tribes were being gathered together in Christ under the new covenant as promised in Jeremiah:

James 1:1 James, a bond-servant of God and of the Lord Jesus Christ, To the twelve tribes who are dispersed abroad: Greetings.

James 1:18 In the exercise of His will He brought us forth by the word of truth, so that we would be a kind of first fruits among His creatures.

The above are the first fruits that John wrote about in the book of Revelation.

The above comprised the "church" with the Gentiles included on an equal footing:

Eph 2:12 remember that you were at that time separate from Christ, excluded from the commonwealth of Israel, and strangers to the covenants of promise, having no hope and without God in the world.

This is discussed in Romans. It was God's will to cast them off in order to bring the full number of Gentiles in, who would incite them to jealousy by their relationship with God.
We know that the 12 tribes were being gathered together in Christ under the new covenant as promised in Jeremiah:
So what you are saying is, its a literal 12 tribe Jewish remnant that will be either co-rulers with Christ (144,000) saints, or heirs to the promises made in Genesis and Jeremiah?
James 1:18 In the exercise of His will He brought us forth by the word of truth, so that we would be a kind of first fruits among His creatures.
This gets confusing for me, but first fruits, as spoken of in Revelations 14: are the same in Ephesians 1:4-18, so are these strictly Jews who are destined to rule with Jesus Christ, or Gentiles as well? If gentiles are included can you point to some scriptures? Revelations 14:4 talks of the saints as "virgins not defiling themselves with women" as well as belonging to the "twelve tribes" which they even name 12000 men from each tribe.(Revelations 7:4) It doesn't sound like this includes Gentiles, but I may be wrong.

It is all explained in the epistle to the Hebrews, which actually quotes Jeremiah.

Yes - James is writing to those of the "literal" 12 tribes alive back in the 1st century AD - John in revelation is using "idealised" numbers in his revelation.

A comparison between Ezekiel and Corinthians shows that Paul is virtually repeating the prophet's words and applying them to the time he is living in and he is including the Gentiles:

Ezekiel 37:26-27 I will make a covenant of peace with them. It shall be an everlasting covenant with them. And I will set them in their land and multiply them, and will set my sanctuary in their midst forevermore. My dwelling place shall be with them, and I will be their God, and they shall be my people.

2 Cor 6:16 And what agreement hath the temple of God with idols? for ye are the temple of the living God; as God hath said, I will dwell in them, and walk in them; and I will be their God, and they shall be my people.

What is significant about Paul's use of Ezekiel here is prior to the above is the regathering of Israel under on stick - bringing the tribes together as one:

Ezek 37:16 Moreover, thou son of man, take thee one stick, and write upon it, For Judah, and for the children of Israel his companions: then take another stick, and write upon it, For Joseph, the stick of Ephraim, and for all the house of Israel his companions:

Ezek 37:17 And join them one to another into one stick; and they shall become one in thine hand.

Now if what Paul is stating from Ezekiel's prophecy is happening in the 1st century AD "they shall be my people" then it must follow that the previous prophecies were already under way to"take the children of Israel from among the heathen".

Ezek 37:21 And say unto them, Thus saith the Lord GOD; Behold, I will take the children of Israel from among the heathen, whither they be gone, and will gather them on every side, and bring them into their own land:

Comparing this with Isaiah:

Isa 11:12 And he shall set up an ensign for the nations, and shall assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth.

The ensign of the nations is Jesus and that timing of the assmbling of the outcasts of Israel etc. was in the 1st century.

Thanks for the reply. Read Hebrews, but there were only a couple of references to the topic at hand.

What do you mean idealized numbers? Numbers are either literal or symbolic in the bible. Rarely are they symbolic, especially when dealing with specific people.
A comparison between Ezekiel and Corinthians shows that Paul is virtually repeating the prophet's words and applying them to the time he is living in and he is including the Gentiles:
However there are several scriptures, such as Hebrews 8:10-13 about God putting the law in"the house of Israel's mind and heart." This has not happened yet (future fulfillment) it says that they will no longer teach one another, they, by means of his spirit with discern spiritual things. Also Romans 11, with reference to other scriptures point to the future, such as Revelations 21:12 which suggests the name of the 12 tribes will be written on the gates of New Jerusalem. Also Matthew 19:28 which states the 12 tribes of Israel will be judged during or after Christ's 1000 year reign.

Now if what Paul is stating from Ezekiel's prophecy is happening in the 1st century AD "they shall be my people" then it must follow that the previous prophecies were already under way to"take the children of Israel from among the heathen".
I'm afraid that your interpretation of Ezekiel is quite skewed. Never in scripture (Kings) or in secular history did Judah and Israel reunite. This can be considered another future prophecy. Prophecies do not necessarily happen exactly when a prophet speaks of them (unless their is a specific time frame given). Prophecies are often fulfilled years or even centuries later, as in the case of God's Abrahamic promise. Also, prophecy usually not in chronological order, some prophecies such as the ones in Revelation, are still being debated as to which events take place exactly when. Thank you for your input though it helped me to look deeper into things.

The whole book of Hebrews is about the New Covenant and how the Old Covenant is no linger in effect. And Jeremiah is quoted in this book to show that the New Covenant is in effect.

HEBREWS 8
6 But now hath he obtained a more excellent ministry, by how much also he is the mediator of a better covenant, which was established upon better promises.

7 For if that first covenant had been faultless, then should no place have been sought for the second.

8 For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:

9 Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord.

10 For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:

11 And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest.

12 For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.

13 In that he saith, A new covenant, he hath made the first old. Now that which decayeth and waxeth old is ready to vanish away.

I'm looking for scriptures and lines of reasoning based on scripture that paint a clearer
picture of either replacement theology, Jewish Restoration, or a combination of both.
Abraham is the “ father of the faithful” (see Galatians 3:7)
If we are Christ’s we are Abraham’s children (Galatians 3:29)
that Abraham was called on to be willing to sacrifice his only (legitimate) son (Genesis 22:2)
For the promise, that he [Abraham] should be the heir of the world. (Romans 4:13)

all the promises and the covenants of God, all the sonship and the glory,
belong sole to Israel (Romans 9:4).
-

God promised that Abraham’s literal, human, flesh and blood descendants
should become “a great nation” (Genesis 12:2);

that He would “multiply thee exceedingly” (Genesis 17:2);
that“thou shalt be a father of many nations” (verse 4); and that “I will make
thee exceeding fruitful, and I will make nations of thee”(verse 6).

In Genesis 17:8, God promised “all the land of Canaan,” but in other scriptures
He promised much more. In Genesis 15:18: “

Unto thy seed have I given this land, from the river of Egypt [the Nile]
unto the great river, the river Euphrates. The Euphrates is a considerable
distance to the east in the ancient land of Babylon,

Genesis 24:60 to Abraham’s daughter-in-law: “e thou the mother of thousands
of millions, and let thy seed possessthe gate of those which hate them.”

“By myself have I sworn, saith the [Eternal], for because thou hast done this thing,
and hast not withheld thy son, thine only son: That in blessing I will bless thee, and
in multiplying I will multiply thy seed as the stars of the heaven, and as the sand
which is upon the sea shore; and thy seed shall possess the gates of his enemies.

The promise now is unconditional.

This legacy guaranteed on the authority of God Almighty, unconditionally, multitudinous
population, untold wealth and material resources, national greatness and world power!

The spiritual promises—the promises of the “one seed,” Christ, and
of salvation through Him—the Bible calls the scepter.

But the material and national promises relating to many nations, national wealth,
prosperity and power, and possession of the Holy Land, the Bible calls the birthright.
A birthright does not have to be earned, it comes by birth, but someone can lose it.

Both the birthright and the scepter were repromised by the Eternal
to Abraham and Isaac and to Jacob.

----
that Isaac was born by promise, and by a miracle from God, “And God said,
Sarah thy wife shall bear thee a son indeed; and thou shalt call his name Isaac:

and I will establish my covenant with him for an everlasting covenant,
and with his seed after him. And as for Ishmael, I … will make him fruitful,
and will multiply him exceedingly … and I will make him a great nation.

But my covenant will I establish with Isaac …” (verses 19-21).
Abraham wanted ishmael, Genesis 17:18, but God chose Isaac, first lawful son
Abraham gave all that he had unto Isaac (Genesis 25:5)

The promise, as confirmed to Isaac, Genesis 26:3-5 all these countries...
Ishmael and Abraham’s other sons were rejected from this birthright.

a future nation to spring from Ishmael, from Sarah’s Egyptian handmaid
the angel of the Eternal had said to Hagar: “[H]e will be a wild man;
his hand will be against every man, and every man’s hand against
him; and he shall dwell to the east of all his brethren” (Genesis 16:12).

Ishmael’s descendants were to become a great nation, the birthright nations
were to be greater, they were to dwell to the east of their brethren(Isaac)

The children of Ishmael have become the Arabs of today.
Isaac had twin sons, Esau and Jacob. Esau was the firstborn

And the first came out red, all over like an hairy garment;
and they called his name Esau. And after that came his brother out,
and his hand took hold on Esau's heel; and his name was called Jacob

The Eternal had said to Rebekah, regarding Esau and Jacob, that they were
the beginning of two nations—“two manner of people … the one people shall
be stronger than the other people,” said God, “and the elder shall serve the
younger”(Genesis 25:23).

And Esau said to Jacob, Feed me, I pray thee, with that same red pottage;
for I am faint: therefore was his name called Edom.”
And Jacob said, Swear to me this day; and he sware unto him:
and he sold his birthright unto Jacob.

the name Edom refer to the descendants of Esau,
primarily the Turkish nation today.

--
Jacob lied and tricked his father into giving him the first blessing,
so Isaac blessed Jacob” (verses 21-23).

Therefore God give thee (Jacob) of the dew of heaven, and the fatness
of the earth, and plenty of corn and wine: increase and possession]:

Let people serve thee, and nations bow down to thee: be lord over thy brethren,
and let thy mother’s sons bow down to thee: cursed be every one that
curseth thee, and blessed be he that blesseth thee” Genesis 27:26-29

Isaac kinda cursed Esau,“Behold, thy dwelling shall be away from
the fatness of the earth, and of the dew of heaven from above;
And by thy sword shalt thou live, and shalt serve thy brother;

and it shall come to pass when thou shalt have the dominion,
that thou shalt break his yoke from off thy neck. And Esau hated Jacob …”

-where material blessing of wealth in the things of the ground is added,
heathen nations shall be ruled by the birthright nations of Israel

And thy seed shall be as the dust of the earth, and thou shalt spread
abroad to the west, and to the east, and to the north, and to the south
(Genesis 28:13-14).

Israel shall eventually spread around the world as dust of the ground,
and sands of the sea shore. Genesis 28:15 “

I am with thee, and will keep thee in all places whither thou goest,
and will bring thee again into this land; for I will not leave thee,
until I have done that which I have spoken to thee of”

But after years of trial and test—after finally wrestling all night
with the angel (Genesis 32:24-29)—after confessing his name as

“supplanter”—God bestowed His blessing upon Jacob, took away
his reproachful name, and gave him a new, untainted name,

Israel—which means “prevailer,” or “overcomer with God.” God appeared to
Jacob, whose name was changed to Israel (Genesis 35:11). through Abraham,
Isaac, and Jacob, the promises were handed down to one man at a time,
but now they split.
--

The sceptre shall not depart from Judah …” (Genesis 49:10).
But the birthright was Joseph’s” (1 Chronicles 5:2).

For many generations Israel and Judah remained as separate nations,
in adjoining territories, having their own separate kings.
see 1 and 2 Kings and 1 and 2 Chronicles

And in thy seed [Christ] shall all the nations of the
earth be blessed [this promise is spiritual, of grace];
because thou hast [obeyed] my voice” (Genesis 22:16-18).

the Jews have never been more than one nation.and never have been, many nations
Only those of the three tribes of Judah, Benjamin and Levi became physical Jews today.

King David was of the tribe of Judah. All succeeding kings of David’s dynasty
were of the house of David, tribe of Judah.

Jesus Christ was born of the house of David and the tribe of Judah. grace the scepter
—the promise of Christ and of grace—was passed on to the Jews! “Salvation,”
Jesus said, “is of the Jews”! (John 4:22). “The gospel of Christ,” wrote Paul,
“is the power of God unto salvation to every one that believeth; to the Jew first,
and also to the Greek” (Romans 1:16).

Earth after the Millennium—will be inhabited only by those who shall
be Abraham’s children through Christ (Romans 4:13).

the birthright continued

God appeared to Jacob, name was changed to Israel (Genesis 35:11).

The next legal inheritor of the birthright was Reuben, firstborn son of Israel,
by his first wife, Leah. But Reuben, like Esau, lost it. And Joseph, 11th-born
of Jacob, but firstborn of Rachel, his second and truly loved wife, received it.

The birthright belonged, legally, to Reuben, not Joseph. It is related in 1 Chron 5:1-2
how it fell to Joseph: “Now the sons of Reuben the firstborn of Israel, (for he was the
firstborn; but, forasmuch as he defiled his father’s bed, his birthright was given unto
the sons of Joseph the son of Israel: and the genealogy is not to be reckoned after
the birthright [or, rsv, “so that he[Reuben] is not enrolled in the genealogy according
to the birthright”].

For Judah prevailed above his brethren, and of him came the chief ruler;
but the birthright was Joseph’s).”

So at this point the two divisions of the Abrahamic promises—
the birthright, involving material and national promises, and the
scepter, including the kingly and spiritual promises were separated.

The birthright, including the Promised Land now called Palestine, the
assurance of multitudinous population, material and national prosperity,
dominance over other nations, was now given to Joseph and his sons.

This birthright was not to be inherited by all the tribes of Israel! It was
not given to the Jews! Only a part of the Israelites—the descendants
of Joseph—was to inherit these tremendous national promises!

These material promises for this life, then, belonged to an altogether different tribe
among the children of Israel than the scepter promise of the kingly line culminating
in Jesus Christ, which spiritual promise belonged in the tribe of Judah!
-

At the time of Jacob’s death, he and his sons were living in Egypt.
51And Joseph called the name of the firstborn Manasseh: For God, said he,
hath made me forget all my toil, and all my father's house.
52And the name of the second called he Ephraim: For God hath caused me
to be fruitful in the land of my affliction

And Jacob said unto Joseph, God Almighty appeared unto me at Luz in the land
of Canaan, and blessed me, And said unto me, Behold, I will make thee fruitful,
and multiply thee, and I will make of thee a multitude of people; and will give this
land to thy seed after thee for an everlasting possession” (Genesis 48:2-4).

Nothing whatsoever is said about all the families of the Earth being blessed
in his seed—the one seed. Nothing is said about kings. Nothing is said about
spiritual blessings whatever. These promises are those of the birthright.

These promises are of multiple seed—a multitude of people—and possession
of the Promised Land.

“And now thy two sons, Ephraim and Manasseh, which were
born unto thee in the land of Egypt before I came unto thee into
Egypt, are mine; as Reuben and Simeon, they shall be mine”(verse 5).

--

The birthright, remember, belongs legally to the firstborn, unless altered by divine
intervention. The inheritor of the birthright, in receiving the blessing conferred upon
him, should have had Jacob’s right hand resting upon his head. That is why “Joseph
took them both, Ephraim in his right hand toward Israel’s left hand, and Manasseh in
his left hand toward Israel’s right hand, and brought them near unto him” (verse 13).

Manasseh’s name is mentioned first, because Manasseh was the elder. But old Jacob
now mentioned the name of Ephraim first. Here we see supernatural guidance!

and let my name be named on them, and the name of my fathers Abraham and Isaac;
and let them grow into a multitude in the midst of the earth” (verses 14-16).

Israel did not confer this blessing on just one, but on both—“Bless the lads,”
he said. This blessing went upon them jointly. “Let my name be named on them”
was part of this blessing. His name was Israel. Hence, it was the descendants of
these lads, not the descendants of Judah, or the Jews, who were named Israel.

the name Israel was to be indelibly stamped on Ephraim and Manasseh!
Ephraim and Manasseh together received the right to the name Israel.
It was to become the national name of their descendants.
And their descendants were never Jews!

Together the descendants of these two lads, Ephraim and Manasseh, were
to grow into the promised multitude— the nation and company of nations.

“Not so, my father,” said Joseph, “for this is the firstborn; put thy right hand
upon his head. And his father refused, and said, people, and he also shall be great:
but truly his younger brother shall be greater than he, and his seed shall become
a multitude [or,company] of nations. And he blessed them that day, saying, In
thee shall Israel bless, saying, God make thee as Ephraim and as Manasseh:
and he set Ephraim before Manasseh” (Genesis 48:18-20).

The “company of nations” is to grow out of Ephraim.
The descendants of these lads should remain together, and together grow
into a great multitude, then become separated, Manasseh becoming a
great nation, and Ephraim a still greater company of nations.

The promise of a future great nation and a company of
nations, together great for multitude, rich in national material
prosperity, possessing the “gates” of the Earth’s other nations,
applies solely to these lads and the two tribes which sprang from them.

“And Jacob called unto his sons, and said, Gather yourselves together,
that I may tell you that which shall befall you in the last days. … Judah,
thou art he whom thy brethren shall praise: thy hand shall be in the neck
of thine enemies; thy father’s children shall bow down before thee.

Judah is a lion’s whelp: from the prey, my son, thou art gone up: he stooped
down, he couched as a lion, and as an old lion; who shall rouse him up?

The scepter shall not depart from Judah, nor a lawgiver [margin, ruler’s staff]
from between his feet, until Shiloh come; and unto him shall
the gathering of the people be” (Genesis 49:1, 8-10).

The Hebrew word here translated Shiloh means the Messiah, the Prince of
Peace, or the one “seed” of Abraham. At the second coming [Shiloh] appear.

Regarding Joseph, the combined Ephraim-Manasseh tribes, at this present day,
Israel prophesied: “Joseph is a fruitful bough [here is pictured the birthright promise
of multitudes in fulfillment], even a fruitful bough by a well; whose branches [margin,
daughters] run over the wall” (verse 22).(verses 25-26).

The descendants of Joseph, possessing these birthright promises— to
become numerous, to colonize, thus spreading to the “north and the south,
and east and the west,” until they encircled the globe, to possess the “gates”
of enemy nations—never returned to Jerusalem from Assyria, where they
were driven with the 10 tribes after 721 b.c.,and were never again mixed
with Jews from that time.

Here are promises and prophecies which never have been fulfilled by the Jews,
by the Church, by the American Indian, or any other fanciful counterparts
of modern Israel. But they are being fulfilled today if the Word of God is to stand!

recap of God’s Promises to Abrahams seed, or physical descendants

¦Genesis 12:1-2 | God promises Abraham that his descendants will become a great nation.
¦Genesis 17:1-6 | God promises Abraham will be a father of many nations, not just one.
¦Genesis 22:16-18|the birthright nations will possess the gates (access points) of their enemies.
¦Genesis 26:3-5 | God promises the birthright nations will multiply as the stars of heaven.
¦Genesis 27:26-29 | the birthright nations will become wealthy and rule over other nations.
¦Genesis 28:13-14 | the birthright nations will spread worldwide.
¦Genesis 35:11 | the birthright nations will become “a nation and a company of nations.”

Genesis 48, Abraham’s grandson Jacob—whom God renamed Israel—
specifically assigned his name to Ephraim and Manasseh,

saying that one of these descendants would become a “great” people,
and that the other would become a “multitude of nations” .

John 10:14-17, “I am the good shepherd. And I know Mine, and Mine know Me, (Eze 34:1-31 (all) espescially Eze 34:11-12, Heb 13:20, 1Pe 2:25, 1Pe 5:4) even as the Father knows Me, and I know the Father. And I lay down My life for the sheep. And other sheep I have which are not of this fold – I have to bring them as well, and they shall hear My voice, and there shall be one flock, one shepherd. (Joh 11:52, Eph 2:13-19, Isa 56:8, Eze 34:23, Eze 37:24) Because of this the Father loves Me, because I lay down My life, in order to receive it again.”

Acts 10:34-36, “And opening his mouth, Kĕpha said, “Truly I see that Yah shows no partiality, but in every nation, he who fears Him and works righteousness is accepted by Him. He sent the word to the children of Yisra’yl, bringing the Good News: peace through יהושע Messiah! He is Master of all."

Numbers 15:15-16, “One law is for you of the assembly and for the stranger who sojourns with you – a law forever throughout your generations. As you are, so is the stranger before יהוה. One Torah and one right-ruling is for you and for the stranger who sojourns with you.”

Exodus 12:47-49, “All the congregation of Israel shall keep it. And when a stranger shall sojourn with thee, and will keep the Passover to יהוה, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof. One law shall be to him that is nativeborn, and unto the stranger that sojourns among you.”

The vast majority of the first Christians where Jews who believed Jesus and trusted in the atonement He secured for them... Just because a large number of Jews rejected the Messiah Jesus does not mean His message and New Covenant was not for them.. The same goes for the gentiles.. Just because many Gentiles rejected the Messiah Jesus does not mean that the New Covenant was not for the gentiles because it was given to the gentiles and many gentiles believed..

Just because a person rejects a gift that has been offered to them does not mean the gift was not purchased for them...

Gentiles did not replace Jews.. If that was the case then Paul Peter and the other Jewish apostles and the many thousands of other jews who accepted Jesus as their LORD and Redeemer would never have believed.. Also the gift of the Atonement of the LORD Jesus is still on the table.. Still being offered to the Jews as well as the Gentiles.. No one is barred from accepting Jesus as LORD..

The NT is the fulfilment of the promise given to abraham, in you “your seed” shall all the nations of the earth be blessed. It is for all people, jew and gentile.

The jewish land covenant is still in effect, read lev 26, and you will see why isreal was punished, and what she has to do to be restored.

The church did not replace isreal, salvation has always been by faith,

There's no such thing as natural Israel, the word itself has a meaning- to be triumphant with God/ wrestle with God. Israel as a nation is a prophesy of what is to be God's people (believers).
