I think they already started with reparations when they made agreements with a block of nations. They backed their Ruble by precious metals and will likely become a major contender for world currency exchange.

The threat was to start WWIII with Russia vs NATO and the US. If I was in Russia I would take that as a direct threat, a shot across the bow.

Just yesterday I was reminded of the spec ops manual that described how America could be deceived to willingly enter war by the same method. Some of those techniques were used by the powers that (shouldn't) be, 21 years ago September.
