Most of what is stated in the above quote does not even apply ONLY to believers. It applies to all men. It is almost exclusively refering to the work of Christ on the Cross, which was to reconcile the world, all men to God.

Faith is implied, based on other parts of scripture, the (washing of regeneration- baptism) and (receiving of the Holy Spirit - chrismation).
And in the last one Titus 3:7 is gives us the reason why Christ justified all things to God, so that we by faith could become heirs of eternal life with Christ.

This is why you are so confused on the issue of grace, works and faith. You do not even understand the difference between what Christ did for us, our belief in that work which justifies us, and our personal salvation which is all about imitating Christ, walking after Him. If we don't we cannot be saved. When one conflates what scripture teaches, one ends up with a lot of false ideas.
