Yes, God initiates/teaches truth/offers salvation/calls via the Gospel;
sinners may cooperate/love truth/accept salvation/heed the Gospel--
or not and be justly/self-condemned for exchanging truth for delusion.
My quest for ultimate Truth found ten foundational Scriptures in this logical order:
1. Formerly/at first I was without hope of salvation from meaninglessness and death. (Eph. 3:12b)
2. So I sought salvation and found God. (Matt. 7:7, Heb. 11:6b)
3. The loving God who wants all souls to learn the truth about how to be saved. (1Tim. 2:3-4, John 3:16)
4. Which is to believe that Jesus is Christ, whose death atoned for humanity’s sins. (1Tim. 2:5-6)
5. As taught in all inspired Scripture interpreted in light of this Gospel of salvation. (2Tim. 3:15)
6. Such interpretation of God's Word also teaches how to be godly after being saved. (2Tim. 3:16-17)
7. Which doctrine Jesus summarized as loving God, oneself and everyone else. (Matt. 22:37-40)
8. And which moral maturity Paul termed as the fruit of the Holy Spirit. (Gal. 5:13-23)
9. That requires persevering in saving faith and learning God’s Word. (Matt. 4:4, 10:22)
10. So that we will grant the prayer of Jesus for us to be one in our witness. (John 17:20-23)
My "top ten".

My "top ten".
In the quest for ultimate Truth the previous top ten foundational Scriptures were in logical order,
but I learned in the following actual order because of being raised by loving parents who were active in SBC churches:
1. Jesus loves me, this I know, for the Bible tells me so.
2. Jesus was born on Christmas, and Easter eggs have something to do with His resurrection.
3. God so loved the world that He gave His only begotten Son...
4. Children should obey their parents.
5. Be nice, share, take turns, don't fib.
6. We should go forward during the invitation to profess faith in Jesus.
7. Once saved, Christians are always saved.
8. Christians should love one another.
9. It is important to keep learning the Bible.
10. Beyond this I did not learn much until encounters with apostate/atheist former Christians
when I was a senior in high school prompted me to read the entire Bible.
How does this compare with your bios?

TOJ #53: Jesus calls all sinners to be saved. [Matt. 9:12-13//Mark 2:17//Luke 5:31-32] Here sinners are viewed as sick; elsewhere as blind. {John 9:41}
Although some may claim to be good, all have sinned (TOJ #185), even those who were raised by godly parents and never Sinned or rebelled against their Faith.

All were once little ones {Matt. 18:10} like Zacchaeus, who was considered to be one of the greatest sinners. {Luke 19:9-10}
