It would be nice if cc had a section they could peruse to try and find new friends

If you started posting in the forums more, and let people get to know you, then you'd gradually gain friends..

Yes, if your idea is to private message random people you won't be well received. And a large number on that list are inactive. As was said, getting involved is the best way.

There are 3 forums to do so "singles forum","miscellaneous forum",and "young adults forum" in particular have helped me make friends and open up,though just about "any forum" and yes I mean "any forum" can be a good section for making friends,I even made friends right at the start in intro forum!
Just be yourself and I'm sure you'll make friends!
