After the shooting in Charleston SC, a good friend posted "where was their 'God' to save them"
She does not believe in Christ,

I struggled to think how I would respond to her comment,
God loves us and protects us, so why would he allow us to be hurt or murdered.

Why can't or doesn't he intervene?

Are there any scriptures or can anyone help me to understand better.
