"Fire" in the Bible is almost always to do with God's judgement. The idea of fire being the Holy Spirit is wrong. The Holy Spirit appeared to be like "tongues of fire". Yes, it does matter. I've heard people praying for God's fire to fall. They do not know what they are asking.
Luke 9:54
"When the disciples James and John saw this, they asked, “Lord, do You want us to call down fire from heaven to consume them?”
But Jesus turned and rebuked them.
Hebrews 12:29
“For our God is a consuming fire.”

Doesn’t Jesus say “you must be baptized by fire?” Referring to Holy Spirit becoming active after being baptized by fire?

No, not at all dumb questions. I'm glad you asked. Holy Spirit and with fire (Matthew 3:11). The idea of the Holy Spirit being fire was made popular in the 1990's with the so-called Toronto Blessing. It was not a new concept, but it became much more widespread. Like wildfire. I was bound by an occult spirit before I as saved. I saw things that made my hair curl, and wondered how anyone could believe they were of God.
Check out a video of Kenneth Copeland and Rodney Howard-Brown. They launched the abomination as a "new move of the Holy Spirit". And the ignorance of Christians regarding the supernatural was exposed big time. By the way, the supernatural is not spiritual.
What Howard-Brown was doing is hypnosis. He was doing his best Darth Vader impression except for real. It is from the pit of hell.
Jesus said, "I have come to bring fire on the earth, and how I wish it were already kindled!" Luke 12:49 That fire is the fire of judgement. For Christians, it is refining fire. God will refine us. We do not have to ask for fire!
