When the righteous cry for help, the Lord hears and delivers them out of all their troubles.
John 1:12 ESV
But to all who did receive him, who believed in his name, he gave the right to become children of God,
An infant's cry has a neurological effect on the brains of adults especially the parents. The cry of a child naturally invokes a greater cognitive conflict within the brain, thus demanding us to respond.
It is more significant in the parents of the child, and once attended to, the brain also releases an increased dopamine response which promotes bonding.
Even in fathers,
“the more time fathers spent caring for their child, the more their brains resembled caregiving mothers, suggesting it’s the brain’s response to the child, not the parent’s sex, which matters.”

All who receive Christ as their Lord and Savior become children of God. God, like a good Father, has masculine and feminine traits that show a God of power but a God who cares for the cries of His children.
Just like a human infant arouses the parent's attention, the child of God arouses the care, protection, and nurture of God.
Even to the degree like a human parent doesn’t gain the same arousal from infants that are not their own. They may feel some attention to the care, but it is not the same as their own.
God is the same way when it comes to His children versus the children of Satan.
John 8:42-44 ESV
42 Jesus said to them, “If God were your Father, you would love me, for I came from God, and I am here. I came not of my own accord, but he sent me. 43 Why do you not understand what I say? It is because you cannot bear to hear my word. 44 You are of your father the devil, and your will is to do your father's desires. He was a murderer from the beginning and does not stand in the truth, because there is no truth in him. When he lies, he speaks out of his own character, for he is a liar and the father of lies.
God often times chooses not to hear the cries and prayers of the wicked. 1 Peter 3:12. It is God’s priority to answer His children.
Still, God is merciful and graceful to sometimes, in scripture, respond to unbelievers who asked Him from a humble and repentful heart.
As children of God, we must hold dear that God is not far away and, like a loving parent, if we get hurt, fall into danger, or cry for help. God will respond, and this is why as believers, it is so important to live close to God. To live in the righteousness of Christ so that our cries are not deafened or our prayers ignored.
Please be mindful that this is not to be confused with legalistic practices with the thinking we must constantly be fearful that God will not hear our prayers.
God knows we are not in perfection yet within the flesh. He sees us through the blood of Christ that made us pure of sin. So with anything, the answer is always, how do you live in Christ?
God knows the heart, and if you have a genuine relationship with the Son (Jesus). He knows who is His and who is not. One can not constantly live in wickedness and still have a genuine relationship with Christ. That is like water and oil; it doesn’t mix.
For the believer, take heart knowing that God hears your cries and will respond like a loving parent to an infant child.
