This language was not speaking to gentile believers in Rome. It was to Jewish Christians also. Which Paul had to address many requirements the Jews were trying to make the gentiles believers do such as circumcision.

good to see there is not biblical refute to what we have been saying about the error of water baptism in Jesus' name only.
