I suspect/expect that part of the right reasoning Paul employed to persuade folks per Acts 18:4 included the PP,
but near the end of his ministry the mystery of apathy regarding divine salvation remained per Acts 28:26-27.

Remember that although God initiates/is the fount of salvation (1Tim. 2:3-4), the reason all do not drink is disregard for truth (per 2Thes. 2:10). God initiates, but why some refuse to cooperate remains a mystery, even to Jesus (per Matt. 13:14-15) and Paul (per Acts 28:26-27).

Neither can I except to say that God/Truth is Logos, and atheism is illogical, because anyone who employs linear logic to seek salvation will find faith in the NT God as the best belief that solves the maze of reality per the following train of thought:

1. Current scientific knowledge cannot explain how the universe came to exist by means of natural causes, thus it is possible that the cause of the universe is a supernatural Creator/God.

2. The most creative species is humanity, whose traits also include language, moral conscience and God consciousness (personality), so it is possible that these human traits reflect attributes of a God who created humanity.

3. Existential reality indicates that humans are mortal and life is painful, but when life is happy, one wishes it would continue indefinitely. Thus, it is rational to seek ways to become immortal in a heavenly existence, where there is love and justice for all forever.

4. Comparing all possible ways of achieving the DOD, the best or most credible way/hope at this point appears to be the God who resurrected Christ Jesus.

5. When words from God are sought, the NT teachings of Jesus and Paul seem to be the most highly inspired when compared with other scriptures (including the OT), because its concept of one God as the just and all-loving Judge (rationale for morality) is spiritually highest or most advanced, and the evidence for the resurrection of Jesus is most credible.

6. Thus, it is appropriate or wise to believe in the NT God and to accept Jesus as God’s Messiah.

This evidence is not proof, but because this hope and belief are based on evidence and logic, it is rational rather than “blind”, and it is made even more intellectually reasonable or defensible by acknowledging ways God would be disproved, which include the following:

1. If atheists or anti-Christians created eternal life, because the Bible teaches that eternal life is God’s gift only to believers in Him (John 3:16).

2. If the body of Jesus of Nazareth were discovered in a tomb, because Paul stated that if Christ is not resurrected, then faith is useless (1Cor. 15:14).

3. If it were proven that moral free will (MFW) is an illusion, because the premise of biblical morality is that human souls are accountable (Deut. 30:19-20).

4. If human-like beings on another planet had no salvation history involving God and Christ, because the Bible teaches that God is Lord of all (Phil. 2:9-11). (Caveat: If they are included in the Great Commission, their history would be like the OT.)

5. If God could prove His existence to people without abrogating free will (cf. 2Cor. 5:7), but apparently God performs miracles only as necessary to accomplish His plan of salvation.

6. If it were proved that the universe is not created, because resurrection or re-creation presupposes creation and thus a Creator (Acts 17:24-31).

I call this logic the Propensity Principle, because all who adopt it will have a propensity to hope the Gospel is true.

However, the question remains: Why are so many people illogical/calloused/closed-minded?

Perseverance is the bridge from GRFS (the kerygma) to LGW regarding various teachings (the didache) subsequent to learning the Gospel not only related to the subject of MFW but also to spiritual dynamics or how the HS interacts with humans, which is describe in Lesson 3, so here will be mentioned only a few details specifically related to the kerygma.

Adam and Eve knew GRFS as God’s command not to eat from the forbidden tree (Gen. 2:17), but relationship with God typically begins when a soul becomes a truthseeker, because God’s Spirit is Truth (2Thes. 2:10, 1John 5:6), and Paul indicates that souls will be able to discern God’s being and moral will in creation and so are without excuse for not satisfying GRFS as revealed via what is called general revelation (Rom. 1:20, 2:14-15, Gal. 5:14, cf. Matt. 7:12), because this serves as the proto-gospel.

When a truth-seeking sinner learns the NT Gospel of Christ, repents and confesses Jesus as Lord (Acts 20:21, Rom. 10:9), the Holy Spirit (HS) enters the convert’s heart (Rom. 5:5, Rev. 3:20), uniting them with God as heavenly Father (Rom. 8:9) and identifying them with Christ’s worldwide/catholic body or church (Col. 1:18), which moment is called spiritual rebirth (John 3:3-8) or “baptism by the Spirit” (1Cor. 12:13, Eph. 4:4-6).

The kerygmatic prayer that is necessary in order for a saint to walk with God is confession (1John 1:9, Psa. 32:1-5). When a believer confesses sin and is refilled by the Spirit, he/she experiences divine love, joy and peace (Gal. 5:22-23), which prompts prayers giving thanks. Paul instructed believers to “Pray continually; give thanks in all circumstances” (1Thes. 5:17-18).

We should approach God’s “throne of grace” (Heb. 4:16) not to ask Him to do some good He otherwise would not do but rather to remind ourselves of His presence and that He is the source of all blessings (Jam. 1:17). Prayer is like surfing: one does not need to ask God to send waves, but rather for readiness to ride them. In order to pray in accordance with God’s will, we must know God’s Word (John 15:7). Like bread and butter or romantic love and spiritual marriage, prayer and LGW go together. Pray for God’s will to be done (Matt. 26:36-46).

The Believer’s main types of responses to God’s Word are prayer to God and good works unto others for God (cf. 1John 4:20, Eph. 2:10). Prayer is simply talking to God. The power of prayer is God’s, and believers should not talk as though God would not act if they did not pray. Paul exhorted believers (in Eph. 6:18) to pray in the Spirit on all occasions with all kinds of prayers and requests, which leads into a discussion of didachaic prayers/thoughts a believer might address to God.

When a believer confesses sin and is refilled by the Spirit, he/she experiences divine love, joy and peace (Gal. 5:22-23), which prompts prayers giving thanks. Jesus led a prayer of thanksgiving during the Last Supper (1Cor. 11:23-24). Paul frequently expressed thankfulness for believers he had helped to convert and who had helped support his ministry (1Thes. 1:2, Phil. 1:3). He instructed Believers to “Pray continually; give thanks in all circumstances.” (1Thes. 5:17-18)

A type of prayer akin to thanksgiving is praise, which expresses love and glory to God for who He is and what He means to us. Many Psalms express this type of prayer, from Psa. 9:1-2 to Psa. 150:1-6. Heb. 13:15 says, “Through Jesus, therefore, let us continually offer to God a sacrifice [prayer] of praise.” Rev. 5:13 refers to prayers of praise in heaven: “Then I heard every creature in heaven and on earth . . . singing: To him who sits on the throne and to the Lamb be praise and honor and glory and power, for ever and ever!”

A fourth kind of prayer is petition, which may be the most used and least understood type. The Lord’s Sample Prayer (Matt. 6:9-13) has a series of petitions. In Phil. 4:6 Paul taught: “By prayer and petition, with thanksgiving, present your requests to God.” A petition in which we ask God for something on behalf of another person is called intercession. Paul frequently prayed for others (Eph. 1:16-18, Phil. 1:3-4&9, Col. 1:3&9), and he asked believers to pray for him (Eph. 6:18-20, Col. 4:3-4, 1Tim. 2:1, 2Thes. 3:1), so perhaps intercession should be our most frequent type of petition (Eph. 6:18b).

The privilege of petitioning God should not be viewed as a blank check, nor is the primary purpose of prayer to persuade God to do our will like a genie. Rather, in prayer we should express our agreement with the perfect will of God. As 1John 5:14 says, “if we ask anything according to his will, he hears us.”

Although agreement with God is not always mentioned (cf. Eph. 3:20, John 16:23), Jesus exemplified this principle when He prayed in the Garden of Gethsemane (Matt. 26:36-46). Again, we should approach God’s “throne of grace” (Heb. 4:16) not to ask Him to do some good He otherwise would not do, but rather to remind ourselves of His presence and that He is the source of all blessings (Jam. 1:17).

Knowing God’s will is necessary in order for us to pray more specifically than “Thy will be done”. Much of God’s will is prescriptive or stated in clear moral teachings (Exo. 20:12-17, Matt. 19:17-21, Gal. 5:22-23). We may not know how to pray, but we can “live up to what we have already attained” (Phil. 3:16). That we pray is more important to God than our wording (Eph. 6:18a, 1Thes. 5:17, Rom. 8:26-27). Not praying would be like giving God “the silent treatment”.

God may answer a petition in various ways: 1. He may grant it as requested (1Kings 18:37-39), 2. He may grant the underlying desire in a way different than requested (Gen. 17:18-19), 3. He may grant the request, but it will not satisfy our desire (Num. 11:4-34, Psa. 106:15), and 4. God may say “no” or “not yet”, perhaps but not necessarily because we are committing some sin, including: a. lack of faith (Jam. 1:6-8), Matt. 21:21-22), b. disobedience or lack of love (1John 3:21-23, Pro. 21:13, Job 35:12-13), c. marital strife (1Pet. 3:7), and d. selfishness (Jam. 4:3). [Note: this analysis of prayer was prompted by Thieme way back circa 1975.]

Some people wonder whether God’s will includes a specific plan for their lives, including career and spouse. While some Believers may feel called to serve the Lord in a specific way, probably most Christians do not have a “Damascus road experience”, and so they are free to choose whatever morally respectable vocation (1Thes. 4:11-12) or spiritually compatible spouse (if any, 1Cor. 7:8-9, 2Cor. 6:14) appeals to them. Every soul’s general calling has been revealed or taught in the Holy Scriptures, which is to experience the miraculous fullness of Christ or become a Christ-like person (Eph. 4:1-2, 2Thes. 1:11-12). We may make any moral choice.

[Personal note re my experience: I never had a specific sense of vocational calling, so I walked through the door that seemed to be opened at the time, going from college to military service to right-of-way agent to seminary to minister of youth and education to loading trucks to teaching English to active duty as a chaplain to secondary school counseling to retirement to near death from Covid in 2020 to now.]

We considered prayer in some detail, because it is an integral aspect of spiritual dynamics or how the Spirit of God communes with Believers. The second main type of response by Believers is doing good works, which would lead into discussion of a myriad of moral (didachaic) topics that is beyond the scope of this lesson. Let us simply say that saints should seek to become morally perfect (Matt. 5:48) or pure (Phil. 1:10& 2:15) or spiritually mature (Eph. 4:13, Phil. 3:12-15), which means to remain filled by or to be in step with the Holy Spirit (Gal. 5:25) more and more of the time (Phil. 1:9, 1Thes. 4:1 &10).

No one achieves moral perfection in this life (Phil. 3:12), but no one who lacks divine love will reap eternal life with God (Gal. 6:7-8). Thus, a person who claims to be godly but who is behaving in an ungodly (unloving, untruthful) manner may be in one of the following categories:

a. a normally loving person observed during a rare moment when he/she acted uncharacteristically (Phil. 3:12-16),
b. an immature Believer, who is making progress–you should have known him/her a year ago! (1Cor. 3:1-3, Eph. 4:11-15)
c. a truthseeker who has not yet learned the correct interpretation of God’s Word (1Cor. 6:9-11, Eph. 5:8-9), or
d. a pseudo-Christian (Matt. 7:21, 1John 2:19), who affirms Jesus as Messiah but rejects His Lordship.
e. an apostate or heretic (1John 2:19, Heb. 6:4-6), who once believed but became blasphemous or foolish and ship-wrecked their faith (1Tim. 1:19-20).
f. An atheist, who may imitate divine love without glorifying the One whose power makes it a golden rule rather than merely a pyrite suggestion.

Paul listed some sins he implied genuine Christians would not typically commit (in 1Cor. 6:9-10), saying: “Do you not know that the wicked will not inherit the kingdom of God? Do not be deceived, neither the sexually immoral nor idolaters nor adulterers nor male prostitutes nor homosexual offenders nor thieves nor the greedy nor drunkards nor slanderers nor swindlers will inherit the kingdom of God.” Apparently, although a new Christian might backslide and commit such sins occasionally, it is inconceivable (because antithetical to NT teaching) that a mature Christian would commit them so typically that the person could be classified as an adulterer, for example. Atheists might try to practice the “Golden Rule”, but the key issue for them on judgment day will be explaining what good reason they had for rejecting God rather than glorifying Him as the One who determines what is good/golden.

Therefore, what is the most primitive truth that when believed satisfies God's requirement for salvation?

Would that truth be the same for a person who lived in China in 3,000 B.C. as it would be for us who know the NT?

As I pondered and prayed about this primitive but universal truth, I received the insight that the soteriological nucleus (GRFS) can be compared to a fractal design. A fractal is a never-ending geometric pattern where a shape repeats itself in smaller and smaller sizes, so that when you zoom in on a fractal design forever, you see each part is a microcosm of the whole design.
What is the soteriological shape/fractal truth in the divine design/plan? God's Love (1John 4:7-16).

Jesus implied that a child too young to know Scripture can be saved (Matt. 19:14), and Paul indicated every sinner who has ever lived has no excuse for not reflecting the Creator's good/loving nature (Rom. 1:20, 2:6-11, 5:5). This kerygmatic truth is the fractal fact all on who are saved (including on CC) agree on, no matter which aspect of the hippo/design they see from where they are. This is what we have called the foreshadowed or proto-Gospel.

From our study of the History of Beliefs (HOB) we learned the following:

6. Christianity – Founded by Jesus and his disciples, especially the apostle Paul (c. 30-68 A.D.), who taught that God’s love & POS includes everyone and that the NT superseded the OT. However, knowledge of the NT was limited by hand-copying, so most church leaders deferred to the bishop in Rome regarding doctrine and biblical Christianity morphed into Roman Catholicism after Constantine made it legal and authorized the Nicene Council/Creed (in 325). Even as areas in Europe became Christendom nominally, the majority of humanity remained ignorant of GW and dependent on GR for knowledge of God, so there was a Dark Age as Germanic migrations ended the Roman Empire (in 476) and Buddhism spread eastward to Japan.

10. Renaissance – As RC dominated Europe and the Mongol Empire controlled Asia in the mid-13th century, the seeds of renewal of biblical beliefs were being sown by people such as:

Roger Bacon in England, who advocated for the study of the Bible in the original languages, and

Thomas Aquinas, who in 1273 published “Summa theological”, which supplanted Augustinianism as the dominant RC theology, including natural revelation, analogical language, and the cosmological and teleological arguments for God’s existence, and

Francesco Petrarch (d. 1374), considered to be the father of the Renaissance for his humanism (faith that God gives all knowledge, and

John Wyclif, who translated the Bible into English in 1382, and

Gutenberg, whose printing press (1450) promoted a Renaissance of learning centered in Florence.

11. Reformation. From this point on the increased documentation of events enabled by the printing press makes it more difficult to briefly summarize the HOB. In the 1500s the main ideologies included Islam in the Middle East and North Africa, atheist Buddhism and Confucianism in the Far East, polytheism in most of the rest of the world, and RC in Europe. At this point in the HOB most souls in the world remained ignorant of the OT and NT and thus knew only general revelation as the basis of divine judgment.

General revelation includes meditating on the natural world or God’s supernatural work and moral conscience. Paul said men are without excuse, both because God’s eternal power and divine nature (love) are manifested by creation (Rom. 1:20), and because a proto-gospel has been proclaimed to everyone under heaven implicitly or in pre-NT foreshadowings (Col. 1:23, Rom. 10:13-18, Gal. 3:8). He also taught that all normal humans have an inner conscience or “common” sense (Rom. 2:14-16), which manifests morality or a moral Authority in every culture, beginning logically with the Golden Rule (Matt. 7:12).

Again, Paul said men are "without excuse", which is pregnant with implied meaning that some people miss because it is not explicit:

1. Having no excuse refers to having no excuse for rejecting God's Messiah and for exchanging the truth of the Gospel for the lie of atheism/I-dolatry.

2.Having the ability to reject/exchange means sinners also have the ability to accept and retain. IOW, they have moral free will (MFW) or the ability to have faith in or love either God or Satan (John 8:42-44).

3. Having this ability means they are responsible/accountable for which way they decide to believe and are therefore justly condemned for choosing to sin/hate rather than to repent and accept God/Christ as Lord.

4. Having this binary moral option is because God's power and loving nature are revealed by creation, which is a fractal foreshadowing or proto-Gospel (cf. Col. 1:23, Rom. 10:13-18, Gal. 3:8).

Praise God for the gift of logic or being able to see what is implied as well as what is specified in His Word aka the mind of Christ.

Your entire four‑step chain collapses at step 2 because Romans 1:20’s “without excuse” does not imply a native moral ability to accept God; Paul says they are without excuse because they already know God and suppress that knowledge, and suppression is not a neutral power of choice but the reflex of a nature that is “hostile to God” and “unable to submit” (Rom 8:7–8), which means your claim that “ability to reject implies ability to accept” is philosophical symmetry, not exegesis. John 8:42–44 doesn’t teach a binary moral switch; Jesus says unbelievers cannot hear His word, which is the opposite of your MFW premise. Your step 3 assumes responsibility requires ability, but Paul grounds responsibility in knowledge and rebellion, not in libertarian capacity — they perish because they “refuse to love the truth” (2 Thess 2:10), not because they possess a balanced moral freedom. I DO believe volition/moral free will is God-given or enabled by God and is also denoted by the phrase "God's permissive will".

God created humans by giving them MFW instead of mere instinct or reflexes.
If ability to reject did NOT mean ability to accept, that would mean God created robots rather than humans.

Saying Jesus said unbelievers cannot hear His word places the blame on God for not allowing/enabling them to do so.
Saying someone refuses to love truth indicates MFW that places the blame on them for choosing hatred.
