"Dan. 7:8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things."
"And, behold, there came up among them another little horn," This is the church. Though it has some power, it's the state that protects it and gives the church its power. As an example, the influence of the church was under attack and waned during the Obama administration, but it's gaining back its influence under the Trump administration. When the church is strong, it's because of the protection of the government.
"Before whom there were three of the first horns plucked up by the roots." The horns are ruling powers. These are the Assyrian, Chaldean, and Persian Empires. The church erased their influence, beliefs and gods from the hearts and minds of the people.
"In this horn were eyes like the eyes of man, and a mouth speaking great things." The eyes are referring to the all-seeing eyes of God who sees all and from whom nothing can be hidden. But a man, even though he may be the pope, still only has the eyes of a man. His vision is limited to what he sees around him from a worldly perspective.
And though a man may attempt to speak the great things of God, he is still only a man who can only know a mere shadow of the truth.
