5And when the Lamb opened the third seal, I heard the third living creature say, “Come!”

Then I looked and saw a black horse, and its rider held in his hand a pair of scales. 6And I heard what sounded like a voice from among the four living creatures, saying, “A quart of wheat for a denarius, and three quarts of barley for a denarius, and do not waste the oil and the wine.”

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The mention of this rider holding a pair of scales is in reference to the accurate weighing out of food.
The wheat and barley represent all the grains from which the building blocks of all foods are made.
A denarius represented a day’s wages.
In the scripture above, a day’s wages will only buy a small amount of food represented by a quart of wheat and three quarts of barley, which demonstrates scarcity/shortage. This is also inferred by the mentioning of the scales which are used to accuratly weigh out food, especially in times of shortage.
To put this into perspective, imagine a person today making say ... $120 for 8 hours of work. But during this time of famine the cost of food will be so high that the majority of ones daily pay will only allow them to purchase a small amount of food. This would mean that a great majority of ones paycheck would be going for the purchase of food alone.
That being the case, the food shortage and its increased costs, would also drive up the costs of all other products, rents, utilities and services, etc., as well, basically anything that we spend money on. And the reason for this is because all businesses and people will greatly increase their prices in order to compensate for the high cost of food. It will essentially be a domino affect. Prices for every service and product will balloon exponetially as a result of that time of great famine.
The rider on the black horse is representing severe famine, which in turn will greatly drive up the prices for all other products and services.
So far we have the first seal, the rider on the white horse representing the revealing of the antichrist.
We have the second seal rider on the red horse taking peace from the Earth so that people kill one another.
And now we have world-wide famine and skyrocketing costs for all products and services.
