To whom did God say this? In what circumstances is it to happen?

Much love!
To whom did God say, But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;

Here is a few more questions, why did God paraphrase that verse above in Romans 10:6-8 from Deut 30:10-14?

And What is the word in the context of both instances and why draw the readers attention to Deuteronomy?

And what of the promise of God’s Spirit in our hearts to walk in His ways and it being fulfilled in Christ. For it is He that works in us both to Will and do His good pleasure.

Are the three connected? A changed heart that has His Law, His Word in our hearts through Christ through His indwelling Spirit?

It always makes me curious when someone chooses to deflect from a simple question, or in this case two related questions.

There's a quote or paraphrase from Jeremiah 31:31 or something like that what people are missing when they read this is that the Mosaic law is a fleshly set of laws do this do this do this which was intended to teach us what we should be doing which is love God and love our neighbor.

The New Covenant writes it on our (all humanity) hearts so that it is part of our spiritual nature as opposed to an act that we perform in the flesh against our will.

However Israel remained herd hearted... thus God open up the blessings to the Gentiles to make Israel jealous and bring them into the new covenant. Covenant unlike our father's Covenant because this one opened the pathway to the Gentiles as well and is based upon the promise of Abraham which preceded the Mosaic law by 430 years. And no longer required The Works of the flesh
  • Biblical Basis: Romans 10:19 and 11:11 are based on Deuteronomy 32:21, where God predicts using a "foolish nation" (Gentiles) to provoke Israel to jealousy, following Israel's own jealousy of God through idolatry.
  • The Goal is Salvation: Paul explicitly states in Romans 11:14 that he attempts to "provoke to jealousy those who are my flesh and save some of them." It is a restorative, loving purpose, not a vengeful one.

These NT references show the completion of Jer 31:31 prophecy.

But it's worth noting that the Mosaic law was a bilateral agreement between the nation of Israel and God when Israel failed to maintain this Covenant God was not on the hook for the blessings.

However the New Testament is based on a unilateral Covenant in which God essentially promises himself and it's not rely upon anything from man to be fulfilled and therefore provides Grace when we do fall into sin which invokes the righteousness and the justification oh Jesus Christ death on the cross once and for all for all people. The acts of men no longer have value in this process only does it show evidence tell Jesus Saving Grace in our lives

Jeremiah 31:31-37 KJV
31) Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah:
32) Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD:
33) But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people.
34) And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD: for I will forgive their iniquity, and I will remember their sin no more.
35) Thus saith the LORD, which giveth the sun for a light by day, and the ordinances of the moon and of the stars for a light by night, which divideth the sea when the waves thereof roar; The LORD of hosts is his name:
36) If those ordinances depart from before me, saith the LORD, then the seed of Israel also shall cease from being a nation before me for ever.
37) Thus saith the LORD; If heaven above can be measured, and the foundations of the earth searched out beneath, I will also cast off all the seed of Israel for all that they have done, saith the LORD.

The new covenant is promised to the house of Israel, and the house of Judah. The time will be known when "they shall all know me, from the least of them to the greatest.

The law being referenced you are using out of context the Mosaic law was a series of 613 laws this is not the law that was written to the heart because it was unnecessary the law written to the heart was love God and loved Thy Neighbor so as you change the very nature of the spirit of man from perpetually wanting to do evil to wanting to do good that is why it is a new covenant and not a renewed Covenant

Do not be deceived. The Pharisees were experts at promoting the law foundation and were condemned by Jesus for being the children of Satan (John 8:42-44). Likewise Paul condemned those who perverted the Gospel of Christ that built on and superseded salvation via obeying the law (Gal. 1:6-9).

Heresy is not fine. Instead we should encourage people to become Christians.
10 commandments heresy? You have some explaining to do.

"Now we know that the law is good, if one uses it legitimately. We realize that law is not enacted for the righteous, but for the lawless and rebellious, for the ungodly and sinful, for the unholy and profane, for killers of father or mother, for murderers, for the sexually immoral, for homosexuals, for slave traders and liars and perjurers, and for anyone else who is averse to sound teaching that agrees with the glorious gospel of the blessed God, with which I have been entrusted." 1 Timothy 1:8-11

Jesus is Lord, not the law.
If we didn't have the law we wouldn't know what sin is. Of course Jesus is our Savior. Why read things into a response that do not exist?

Well apparently you can't read the New Testament or what I posted from the New Testament because clearly Israel still failed to adhere to God's command and therefore God gave the New Covenant the Gentiles first to invoke jealousy of Israel.

the old Covenant was to prove to Israel that they needed a savior, which they completely missed and therefore God allowed the Gentiles to receive the New Covenant as an example of what Israel should have done

So while it is true that the statement in Jeremiah Was Made to Israel and Judah God knew that they had hardened their hearts and therefore the progressive revelation that God had put in place knowing this open the door to the Gentiles thus we can now see clearly that Jeremiah 31:31 is referring to the New Covenant

10 commandments heresy? You have some explaining to do.
The Ten Commandments are part of the 613 Mosaic laws. All of the Mosaic law is embodied.

Nine of those Ten Commandments the Sabbath being the missing one was reiterated in the New Testament as part of the New Covenant these primarily moral laws which any society would have anyway even without the Mosaic law

So in essence yes the Ten Commandments these vis-à-vis the Mosaic law was passed fading becoming obsolete and replaced by a more perfect Covenant in Jesus Christ who also Incorporated nine of those Ten Commandments but did not incorporate the entire body of 613 because those are works of the flesh and the simple truth is that the Ten Commandments and or the entirety of the Mosaic law is encompassed in the single law God gave us love God and love our neighbor and because it is written on our hearts and no longer an act we have to perform it is part of our nature rather than a work that we must do

No one is saying the Ten Commandments are heresy what is said is that attempting to follow the Mosaic law which includes the Ten Commandments is a heresy to Christianity has works is not part of the doctrine of Christianity.

If that's your thinking, have at it. Do you believe the Jeremiah passage exactly as written? No need to answer me, that's a question for you.

Much love!

But because you did respond yes I do believe it exactly as it was written that was what the intent God had was but because he knew that Israel would fail.

He had already provisioned as part of his plan to bring the Gentiles into the fold. He knew this before he ever created the planet he knew the beginning from the end.

He is in at least the fourth dimension meaning that he can see all actions of all Humanity throughout all time at a glance and because he can interact with it he created a plan a system of progressive revelation to bring mankind to him knowing that the fall would occur with Adam.

God didn't have to second guess or change anything about himself because he made the entire plan up front we simply are walking through his plan he knows who will respond and who does not

PS this is not my thinking this is 2,000 years of Christian history and teaching I make no claim personally but it is my responsibility that those who choose to stray from the Christian doctrine to correct it

You can believe whatever you want to believe about what the Bible says but you can't start imposing it into Christianity when it's usually a heresy and you can't legitimately call these scenarios Christianity it's something else some other gospel

The 10 commandments are special. God wrote them on stone with his own finger. The 613 were more instructional for sacrifices and what to do if you were a leper etc.

The day of rest was part of creation we know it as the 7th day God rested from his work sanctified and hallowed the day making it holy and a time to come apart and spend time with him. So the 4th commandment started at creation and not just a part of the mosaic law.

Legalists seem not to take the inner presence and influence of the Holy Spirit into account. Yet that is one of the main differences between the Covenant of Moses and the New Covenant Jesus made on the Cross. Under the Old Covenant relatively few people had the Spirit. That was a prophecy both Joel as well as Jesus affirmed. It only became an experiential realty in Acts 2.
My point on the 10 commandments is that you can't throw them out. If we didn't have them we would not know what sin is. Of course the only way we can obey is with the Holy Spirits help. Jesus paid the price for our sins and I have accepted that payment and asked for forgiveness. God's government has rules which are the 10 commandments they are important and it is why he wrote them in stone with his own finger.

No unfortunately that is incorrect

No you are wrong. Nowhere was the 7th day rest commanded of Adam. The 10 commandments ARE part of mosaic law, Mosaic law started with Moses on sinia. This is what the Bible explicitly states

This is incorrect. The Mosaic law defines a set of actions that are sinful it is not an all-encompassing all things are sinful.

All peoples in almost all nations societies including those with no religious belief whatsoever understand that you should not kill that you should not steal that you should not covet that you should not sleep with animals Etc it was not the Mosaic law that put these in place however it did incorporate them

Of the Ten Commandments the command regarding the Sabbath is not reiterated in the New Testament and the reason for this is as you've already heard but seem to want to ignore that our rest Sabbath is within Jesus Christ and is available 24/7 moreover there is no Temple there is no levitical priest as far as I know nobody is still sacrificing animals all of which are mandated in the Mosaic law

More than 40 times we are told in the New Testament by Paul about the fading the obsoleteness of the Mosaic law.

Paul and his witness in his letters and his testimony and his teaching is directly opposed to the Mosaic law being mandated as a part of the Christian Life.

Only by twisting pulse statements redefining terms in both the New and Old Testament and denying the complete work of Christ on the cross and fulfilling the requirements of the Mosaic law can you even begin to conclude that the Mosaic law is still active even so it was never for the Gentiles in the first place unless you were traveling along with Israel or trying to join Israel

In essence the Mosaic law has no place on the Christian other than a reference point to how we got to Jesus it was a less perfect Covenant because it involved a commitment by man that he cannot keep the New Covenant in Jesus blood is between God and himself a unilateral agreement we can do nothing to interrupt this

Well you can choose to believe whatever you want to believe you cannot call it Christian if you're including the Mosaic law Jesus plus works is heresy this fact is all over the New Testament not being able to see this means you are blinded by presuppositions and have been taught incorrect definition of words and incorrect meaning of passages

If not we will go from there.

Gal 5:4

Paul has said repeatedly that choosing between following the law, as opposed to trusting in Christ, as a means to be accepted by God is a choice between slavery and freedom. He has urged the Galatian Christians not to be talked into following the law and thus make themselves slaves to the law (Galatians 4:1–7).

Some might be tempted to think they could do both: "Who knows if faith alone, or faith-plus works is right? Do I trust Paul, or the Judaizers? I'll just do it all to make sure I'm covered. I don't want to risk not being accepted by God, after all."

However, Paul is showing his readers that acceptance by God is exactly what they risk by trying to do both. Someone who adds works to faith in Christ "just in case" is not truly trusting in Christ, at all. Now Paul puts it in even harsher terms: That person is "severed" or alienated from Christ. Someone who is trying to be justified—"made right with God"—by following the law has missed out on the grace of God.
The law Paul is referring to is the cerimonial laws which Christ ended.

The blood of animals do nothing to save.
So we need to let those cerimonial laws go and follow Jesus the true Lamb and high priest.

Do you kill and murder?
Do you steel and lie?

The same motivation to do what is right when it comes to these moral laws will lead to us keeping all of the 10 commandments.

Not to be saved but because faith works. There is nothing wrong with not committing adultery, not coveting, not taking the Lord's name in vain and not having any other gods before the Lord Almighty. Will I be severed or rejected for keeping these laws because I love my saviour.

Motivation is the key... if you are trying to save yourself you will fail. You can't save yourself by keeping the Law. But keeping the law because you love Jesus reveals the type of faith and relationship you have.

You can not say you have a deep love and trust in Jesus, but you serve the devil and do unrighteousness constantly.

Mat 7:18-20
18 A good tree cannot bring forth evil fruit, neither can a corrupt tree bring forth good fruit. 19 Every tree that bringeth not forth good fruit is hewn down, and cast into the fire. 20 Wherefore by their fruits ye shall know them.

Obviously there is a difference in their definition of “Believe.” The meaning of belief that leads one to absolute trust in the work of the Christ Jesus encompasses much more than an intellectual exercise.
The faith chapter is good to read ....

Heb 11:1-4
1 Now faith is the substance of things hoped for, the evidence of things not seen. 2 For by it the elders obtained a good report. 3 Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear. 4 By faith Abel offered unto God a more excellent sacrifice than Cain, by which he obtained witness that he was righteous, God testifying of his gifts: and by it he being dead yet speaketh.

.....Heb 11:17 By faith Abraham, when he was tried, offered up Isaac: and he that had received the promises offered up his only begotten son,
....Heb 11:32 And what shall I more say? for the time would fail me to tell of Gedeon, and of Barak, and of Samson, and of Jephthae; of David also, and Samuel, and of the prophets: 33 Who through faith subdued kingdoms, wrought righteousness, obtained promises, stopped the mouths of lions,

Faith and works

Jas 2:19-22
19 Thou believest that there is one God; thou doest well: the devils also believe, and tremble.
20 But wilt thou know, O vain man, that faith without works is dead? 21 Was not Abraham our father justified by works, when he had offered Isaac his son upon the altar?
22 Seest thou how faith wrought with his works, and by works was faith made perfect?

It isn't just about believing ... it is about what we do with our belief. Are we following Jesus or not. Action.
