Well three eyewitnesses clearly allowed it to be accepted as a real event under Jewish law. Moses and Elijah would count as two witnesses to Jesus's status, the law requiring two or three eyewitnesses, but the unrebuked response of the disciples gets problematic as they had proposed building three booths/shelters to honor Jesus, Moses and Elijah, and such an action was only appropriate for worshipping God. And if one knows both the Dead Sea Scrolls and the Talmud, it would appear very questionable as to whether or not Judaism was actually monotheistic during Jesus's lifetime and even later.

Moses represents the law and Elijah represents the prophets who foretold Jesus. This gave assurance to Peter, James and John that their faith was well placed.

Later, after the occurrence in Luke 9 above, Jesus said this:

16“The law and the prophets were until John. Since that time the kingdom of God has been preached, and everyone is pressing into it. 17 And it is easier for heaven and earth to pass away than for one tittle of the law to fail."
I find it interesting that Jesus instructed them to keep it to themselves until He arose from the dead. Until He rose from the dead the Holy Spirit could not testify to the world that Christ was the standard of life for God's people as there would have been no occasion where the law and the prophets were complete until that time.

The Spirit was sent to convict the world of sin, righteousness, and judgement.

"Nevertheless I tell you the truth. It is to your advantage that I go away; for if I do not go away, the Helper will not come to you; but if I depart, I will send Him to you. 8And when He has come, He will convict the world of sin, and of righteousness, and of judgment: 9of sin, because they do not believe in Me; 10of righteousness, because I go to My Father and you see Me no more; 11of judgment, because the ruler of this world is judged."

He was foretelling a different standard of life: from "do what is written" to "follow the Spirit". This is the reason the disciples could not bear the additional things He had to say: without the Spirit there is no ability to understand the new standard of life. There would be no place to put it, so to speak, if all they had was the Torah and the writings of the prophets.

12“I still have many things to say to you, but you cannot bear them now. 13However, when He, the Spirit of truth, has come, He will guide you into all truth; for He will not speak on His own authority, but whatever He hears He will speak; and He will tell you things to come. 14He will glorify Me, for He will take of what is Mine and declare it to you. 15All things that the Father has are Mine. Therefore I said that He will take of Mine and declare it to you."

Because the Father took up residence in His people, by the Spirit, all who would be given the Spirit were active in the work of the Kingdom: God's people would be spoken to by the Son just as the Son was spoken to by the Father. They could, then, likewise do "only what they saw the Father doing". This is the new standard in Christ: to live as He lives in relation to the Father.

Translation:

The transfiguration shows that Moses (the Law) and Elijah (the Prophets) point to Jesus, who is the fulfillment of all of the above. When they disappear and only Jesus remains, the symbolic message is that now the full revelation of God is in Him. The Law and the Prophets are not annulled, but are fulfilled in Christ, who becomes the center and the main voice that must be heard. The voice from heaven confirms this by saying: “This is my beloved Son; hear Him”, showing that following Jesus is listening to and obeying God Himself

To me The Son Jesus, is the way, the truth and new life that was to get given us each personally those that believe God raised Son from the dead for them to be new in Father's Spirit and Truth. John 4:23-24
Now to see what is done. by Son in his willing death once for us all
First reconciled 2Cor 5:16-21, Forgiven Eph 1:7, accepted Eph 1:6
Then to trust in the resurrected Son to live through us in love and mercy to all, not just those people we all tend to only choose to.

Romans 2:1-4, Romans 14:1-4. Matthew 18:24-35. My Mouth is stopped and I stand new to God in thankfulness.
Which is not easy to learn. I see I can only love, forgive by Father's done work of Son given first, 1 John 4. It has been a long process to learn this truth. Not that I am perfect, only Father and Son as Won (One) are. That got done for all by Son first.
