I suggest either to set up a separate video chat room or require the person posting a video to give a short synopsis of it's content. There is too much flooding of the bible forum for example with no question or commentary to stir discussion. ..just flooding.
 
Just to help you, using 'rooms' indicates the chat rooms, not the forums.
Given what i've seen of how people function, setting up a section of the forums designed for videos won't stop people from posting videos in the bible area. And it wouldn't be fair to restrict all video posts to only that section as there are other sections of the forums that enjoy video posting.
I think the better idea you had is requiring an explanation of the video. Even then some people will just put in space fillers til they reach the max number of required characters. So it still wouldn't stop it, but it could at least help reduce the number of posts you are talking about. That's my opinion, anyways. But i do agree, people posting videos with no explanation beyond a thread title is annoying.
