If you look at the context Jesus was asking the disciples, "Who do you say that I am?" Peter answered that He was the Christ, the Son of the living God. Jesus' persona is the subject here. Not Peter. Peter answered correctly and to paraphrase Jesus' response, "yes Peter, and upon this Rock I build my Church."

The Rock no doubt is Christ. It is His Church built upon His work.
