the holy seed shall be the substance thereof.”

Jesus specifically says they fulfilled tbat prophecy

And in them is fulfilled the prophecy of Esaias, which saith, By hearing ye shall hear, and shall not understand; And seeing ye shall see, and shall not perceive: For this people's heart is waxed gross, And their ears are dull of hearing, And their eyes they have closed; Lest at any time they should see with their eyes, And hear with their ears, And should understand with their heart, And should be converted, and I should heal them.”

when jesus began preaching the gospel to israel only he was coming after all the plan had been unfolding throughout the ot .
Part of the plan laid out meticulously in the ot prophets and law was that isreal would reject the promised messiah when he came and because of this God would send his message of salvation to the ends of the earth teaching forth to all people of all nations beginning at Jerusalem with a chosen remnant ( the apostles and early church ) they would be chosen

to receive and grasp the gospel so they could do this
