When true Christians leave their faith in another God. By closing your eyes and praying to Heavenly Father and Jesus Christ. Taking the side of truth. By repenting and turning away from sin, the Holy Spirit is received. The Holy Spirit resides only in the Christian believer.
In the Holy Bible, you receive the Holy Spirit the moment you accept Jesus Christ as your Savior.
Accept Jesus wholeheartedly.
John 14:26

7 Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.
8 And when he is come, he will reprove the world of sin, and of righteousness, and of judgment:
Ephesians 1:13-14

13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
14 Which is the earnest of our inheritance until the redemption of the purchased possession, unto the praise of his glory.

The Jewish people in the following account were already believers of Jesus before being filled with the Holy Ghost:
"And when the day of Pentecost was fully come, they were all with one accord in one place.
And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance... Acts 2:1-4
MESSAGE FIRST PREACHED TO JEWS: (Acts 2:4, 33, 36-38)
"Therefore
(Jesus) being by the right hand of God exalted,
and having received of the Father the promise of the Holy Ghost,
he hath shed forth this, which ye now see and hear..."
"Therefore let all the house of Israel know assuredly, that God hath made that same Jesus, whom ye have crucified, both Lord and Christ.
Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do?"
What Peter said next applies to all of humanity as confirmed in scripture:
"Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sin and you shall receive the gift of the Holy Ghost..." Receiving the Holy Ghost is promised to all who are willing to hear and obey.
MESSAGE PREACHED TO SAMARITANS: (Acts 8:12, 14-17)
Note that the Samaritans DID NOT receive the Holy Ghost until days after believing in Jesus, and submitting to water baptism in the name of Jesus.
Have you ever considered how the Samaritans knew they had not yet received the Holy Ghost?
"...when
they believed Philip preaching the things concerning the kingdom of God, and
the name of Jesus Christ, they were baptized, both men and women."
Now when the apostles which were at Jerusalem heard that Samaria had received the word of God, they sent unto them Peter and John: Who,
when they were come down, prayed for them, that they might receive the Holy Ghost:
(For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)
Then laid they their hands on them, and they received the Holy Ghost."
MESSAGE PREACHED TO GENTILES: (Acts 10:43-48)
"To him (
Jesus) give all the prophets witness, that through his name whosoever believeth in him shall receive remission of sins.
While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
For they heard them speak with tongues, and magnify God. Then answered Peter,
Can any man forbid water, that these should not be baptized,
which have received the Holy Ghost as well as we?
And he commanded them to be baptized in the name of the Lord."
12 EPHESIANS INDIVIDUALS: (Acts 19:1-7)
Paul's question, Have ye received the Holy Ghost SINCE ye believed?, reveals people don't automatically receive the Holy Ghost when they believe. The account goes on to confirm this.
The individuals
believe Paul's message about Jesus, and
submit to water baptism in the name of Jesus.
AFTERWARD, Paul lays hands on them and at that point they receive the Holy Ghost.
"...And they said unto him, We have not so much as heard whether there be any Holy Ghost.
And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism.
Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus. When they heard this, they were baptized in the name of the Lord Jesus." Acts 19:1-5 We know this is referring to being rebaptized in water because the next verse says: "
And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied." Acts 19:6
Lastly, as the scriptures reveal, the people knew without a doubt when they received the Holy Ghost, they spoke in tongues.
