As far as I'm aware, most Filipinos tend to be here legally... it's not like you can just walk here from the Philippines.
(Not to mention they used to be a U.S. colony... so they speak English, and are influenced by American culture. We even fought side-by-side in WW2.)
If most are here legally, then that should resolve most related issues.
(There may be a few here on expired visas, but I think most are here legally... and the majority of Filipinos counted in demographic statistics were born here. They're American citizens.)
Culturally, they tend to blend into American society pretty well, and be family oriented, and hard working, and make good additions to our citizenry. They come here knowing English, their homeland is Christian, their homeland is deeply influenced by Western culture and tradition, they tend to have old fashioned values, and their culture even precludes them from being particularly argumentative. (There are a lot of Filipinos in these forums who seldom speak at all, let alone argue. That's their culture.)
If there are some here illegally, or involved in crime, then they should be dealt with the same as anyone breaking the law.
However, most Filipinos and quite old-fashioned, and I think they would agree with this.
