James, a servant of God and of the Lord Jesus Christ, to the twelve tribes which are scattered abroad, greeting. My brethren ... James 1:1-2 (KJV)
Are these the 12 fleshly tribes & fleshly brethren; or born again brothers in Christ among the scattered tribes?

Examples:
My brethren, count it all joy when ... 1:2
the brother of low degree rejoice in that he is exalted ... 1:9
Do not err, my beloved brethren. Every good gift ... 1:16-17
Wherefore, my beloved brethren, let every man be swift to hear ... 1:19
My brethren, have not the faith of our Lord Jesus Christ, the Lord of glory, with respect of persons ... 2:1

The word of God is not written to anyone who is outside of faith. Those who reject Christ are not in the faith. Israel has only ever been about faith and was never about a nation state or about bloodlines. Jesus is the son of promise to Abraham.
