Obviously Hitler, Stalin, Mao, Rwandan Govt, Khmer Rouge, Ottoman Empire, Military government of Myanmar, Pakistan Army in Bangladesh, Suharto regime in Indonesia, but it also would include governments like Hamas, IRGC, Houthis, and various terrorist regimes, but also those that support terrorism like Syria, but then what about Iraq. He tried to have a secular government. What is a secular government? They try to say that the government is the chief authority, that is making themselves God. They are not held to any law by God.
So then the only governments this cannot refer to are those that worship the one true God and see Him as God. One might argue that was ancient Israel, but they rejected Jesus Christ the Savior, they claimed to not be like the other governments, but the truth was revealed when they rejected the Messiah. Jesus likened them to tenants on God's vineyard that saw their opportunity to take control of the vineyard by killing the Son of God.
This is what all the theocracies do, whether Islam, Vatican, or Israel.
The Bible says "the whole world lies in the evil one" and that is the truth. That is what I meant when I said your post describes every government on earth.
There are different kinds of cheese, just like there are different kinds of governments that reject Jesus Christ as Lord and King.
