There are two things to confirm first:
1. Which type of Flash did you download; was it 64-bit or 32-bit? And are you using a 64-bit or 32-bit browser? These need to match up.
2. If you use Internet Explorer, you need to download the Adobe Flash ActiveX. If you're not using Internet Explorer, then you need the Flash Plugin for use with other browsers.
