if someone responds to a thread I am subscribed to at 6 o'clock the email I receive says it was sent at 6:15 even though it may only be 6:05

That would be a result of the time setup for the site itself, and I wouldn't say it is too much cause for concern. It just means that the time where ever the server is set may be off.
