Keep in mind the entire site, chat rooms included, are still being caught up since the move. So not Every change is set in stone.
But if the room changes are permanent it's likely due to a lack of use of the rooms. Its an old problem. Provide various rooms and the majority of all users stay in the same few rooms and ignore the rest.
